okay, here it goes.

1. Scrolling: Talkback has extremely unpredictable scrolling. You can end up 
scrolling half of a page or six pages by the slightest difference in speed 
when moving two fingers up and down the screen. It is a huge pain to deal 
with.
2. Flicking: the flick left and right jestures to move between objects is 
highly unreliable. It frequenly skips objects and in a lot of apps, the 
flick order doesn't match the layout of objects on the screen. For example, 
in a lot of apps, Talkback gets to the tabs last as if the tabs are on the 
bottom of the screen, even when they are on the top. I highly recommend that 
you get used to touch exploration if you're going to use an Android device.
3. Poor developer documentation: Android has poor documentation to app 
developers who wish to make their apps accessible to visually impaired users 
using the Talkback service. I would never use a platform that makes it 
difficult to implement accessibility.

With that said, Talkback has some advantages. It's more reliable than 
Voiceover on iOS for web navigation due to recent improvements in Chrome 
accessibility. It does not randomly lose your place when you're flicking 
through elements on a web page like Voiceover on iOS likes to do.

True or false is rather subjective. Android accessibility is, unfortuantely,
not universally built into the system of Android.
There're a lot of things Talkback needs to catch up.
