Not any more.  As of Jan.1, you must have a digital adapter to watch any TV 
channels over the cable line if you are a Time Warner customer and don't 
have a cable box.  You can no longer receive any TV channels by connecting 
the coax cable directly to the TV set.  So the only alternative for 
receiving local, over-the -air channels is to use an antenna, if you're 
luccky enough to live in an area where reception is not a problem.
