I just upgraded to the X1 video a couple of weeks ago.  The regular customer service rep went so far and then she told me to call the number that Ray listed in his email.  I paid no fee for the installer to come out and my bill actually dropped a bit.  I'm really enjoying the box, especially when I can DVR things.  There are a few little things that aren't working as smoothly as I had hoped but, this is still in Beta.  I applaud Comcast for making this possible for us.  I, like others have suggested, at the end of this 12 month period, will definitely try to re-negotiate for at least the same price as I'm paying now.

  IF you call:
  855-270-0379, you can get out of paying those fees.  IF you are an NFB newsline subscriber, or receive talking books, you can get out of the upgrade fee.  You cannot expect regular customer service to even know about this, which is why I gave you that number up front.  I would agree, however, that their regular customer service seems to have taken a bit of a step backwards.
