I spent an hour online with tech-support and came across two separate issues either of which you might run into:

Number one, they had some sort of optional flag set on my account which prevented the descriptive track. Tech-support was able to remove that and then I could use it on my iPhone.

However it appears that the first generation Apple TVs don't support the descriptive track, at least that seems to be why it doesn't work on one of my two Apple TVs.
