To date TWC has been totally blind and deaf when it comes to
accessibility. And unfortunately, the TWC Comcast merger is dead.

  While there are some televisions out there which do in fact have voice
output with speech, none of them will quite do what you want.  IF you
can get Comcast, I'd go with their X1 service because the Voice Guidance
service is more complete in what it provides than any of the stand alone
models out there.
