Yes this is true. I have a partially deaf friend who is a total. He cannot
just "use parallel traffic" like every blindy know-it-all has told him. When
he contacted the city about getting an audible traffic light for a busy
street near his house, he was told that the city could not approve that
until The Colorado Center for the Blind was contacted and asked if it was
okay. I've never seen such control from the NFB. And to be honest, I didn't
like it! 
Rhetorical question: Who gives them the right?

And suppose, like me, you are also severely hearing impaired and cannot
accurately determine traffic flow patterns by sound, even with high-tech
digital hearing aids?  At least audible traffic signals provide another
piece of information that makes crossing a busy intersection a little safer.

It amazes me that there are actually blindness advocacy organizations that
oppose such audible signals and have fought hard to prevent them from being
installed.  Unbelievable.
