I am a Chase customer, and there are things that you can do on the
phone, such as accessing your balance and reviewing checks that have
been devited, but you can't actually pay bills on the phone. You must
either do it on the PC or through the smart phone app, or write paper
checks.

No, actually, that's not the way that works.  I have Chase also and use
online bill paying.  Chase writes the check for my rent and sends it
out.  Same with anybody else I've set up as a payee with my Chase bill
payment service.  I have never had to bother writing a check on my Mac:
