My rent has to be sent to a bank in a whole nother state from where I am.

I have never heard of any bank letting you pay bills by phone. Maybe you can
with some of the smaller credit unions. Online is probably about as safe as
any method would be short of going to a place and paying cash in person. I
pay the rent with my online bill pay, and it's always worked out good. It
beats running to the store every month for money orders, or finding someone
to write out checks. The way bigger complexes are likely going now, the
manager may be the only one in the office with limited hours for a place of
around 200 apartments, so can be difficult to track down.
