just a thought...

on both of my iphones voice /speech will stop seemingly randomly.   Sometimes serie even will tell me voice over is on. 

In that case the toggle of

Three finger double tap turns speech again.

It's a dog's life and I wouldn't change it for anything!

Eh, Peter, I've had the same issue.
I usually just hold down the Home button to activate Siri.  Sometimes I'll tell her to turn voice over on, or I'll just keep quiet.  Either way the voice will start talking again.

I know not why this is happening.  Probably a bug in the latest IOS.
