The various skins out their on Android don't affect how the double tap
works.
It is true that Talk Back on Android doesn't support a split tap, which
is an alternative on the iPhone to the double tap.
It's also true that for the best accessibility experience on Android,
you want a later version of Android, such as Android 5 or later.
The high end Samsung phones do come with Voice Assistant, Samsung's
screen reader, which is a fork of Google's Talk Back. Voice Assistant
has it's pros and cons when compared to Talk Back. If you prefer Talk
Back, you can always install it on a Samsung phone and use it instead of
Talk Back. You can set up the triple click of the home button to restart
Talk Back, Voice Assistant or let you choose between the two.

However, when you want to make a selection you have to stop with your finger and double tap with the same finger that you were using to explore the screen. obviously you cannot move your finger from the selection that you want to make, since you might activate something else. A while a go I heard that with the newer Samsung phones, Samsung moved away from Talkback, and they now use their own screen reader. Somebody please correct me if I am wrong, but this might explain why their screen reader might be closer to Voice Over in some aspects. At the beginning of this message I stated that TalkBack differs from Android Phone to Android phone based on the skin that the manufacturer decides to put on it. TalkBack’s commands are still the same regardless of the skin bundled with the phone, what changes is what TalkBack ends up reading. As stated before, some manufacturer’s skins aren’t as accessible as others, so TalkBack can’t read some of the buttons.
