The passenger rating system is nothing more than an isidious means to refuse 
service to riders that drivers want to avoid, like blind passengers with 
guide dogs, and is little more than a legal means  to circumvent 
discrimination laws.  For instance, a driver could give a blind passenger 
with a guide dog a low rating, and  if this person receives low ratings from 
other drivers, he will eventually be denied service altogether.  A driver 
could always concoct a reason for a low rating such as the dog puked up the 
car.  It's his word against the passenger's.  Uber is a company that plays 
fast and loose with the laws, and is in managerial turmoil.  I'm surprised 
that Uber is allowed to get away with this ratings system, and that one of 
the blindness advocacy groups hasn't filed a complaint or lawsuit against 
them.

What you say can be true, but it also can be true for taxi and even
paratransit drivers.  Uber and lyft do have policies in place regarding
service animals, but that doesn't garantee that there won't be issues. This
is why it is important to be familiar with local, state, and Federal
antidiscrimination laws, especially those that pertain to people with
disabilities and service animals.
