[Electronics-Talk] accessible TV

The accessible TVs that I know of are smart TVs. This may be because the 
speech is not resident on the device itself, but is in the cloud.  I have a 
talking cable box from Spectrum and there is a lag with the speech because 
the speech is actually in the cloud, and whenever you hit a key that speaks, 
the cable box must communicate with the server.
