Hi. I'm responding publicly as information on this topic may be of 
interest to others, either currently as well as for archival purposes.

I can't comment on Braille access. However, the iPhone SE is no 
different than any of Apple's iPhones as far as functionality. It has 
the same form factor as an iPhone 7 or 8 but uses the faster A13 Bionic 
chip. Siri is invoked by pressing and holding down the home button as it 
is for iPhone 8 and earlier.

It uses Touch ID and not Face ID.
