Have you restarted the phone; this is extremely abnormal.
If it doesn't work, I would call Apple Accessibility.

I tried that a few times. Have also added an additional American English voice to see if my phone would switch over. No dice.
In my rotor I have a voice option and the two choices ar
* English US and
* English US default
Both sound about the same, the default one sounds a bit rougher.
