Leslie,

I would suggest that perhaps you take this in smaller steps.  There could be problems that are interfering with this of which we are not aware.

First, I would make sure that the phone you have in the other room works all right on your current service by temporarily moving it and plugging it directly into your modem with no splitter or anything between.  If that works, then plug the splitter into the modem and plug the phone you temporarily moved into the splitter and see if that works.  If both of these steps are successful, you know for sure that your splitter works and that your phone will work on this network.  If either your splitter or the phone doesn't work correctly, all of the effort to use your phone jacks is for naught.

Are you currently running another phone from the modem?  If so, is that functioning as it should when you connect the modem to the splitter and the splitter to that phone?

If all of the above checks out and everything works, you are now in a better position to see if you can get all of the jacks to work.  If I understood your earlier note, each phone jack outlet has two jacks.  This likely means that the wiring was done to support two separate phone lines.  However, it could also mean that they just put in double jacks in case you were to add a second line.  We don't know for sure.  However, if you plug your modem into one jack in the wall, you will need to use the jack on the same circuit in another room to have any chance for this to work.  They both have to be connected to jacks intended for the same phone line.  It is possible that the jacks have some kind of labels such as "A" and "B" so that people know into which phone line they are plugging a phone.  However, you can experiment by plugging your modem into one jack, try both jacks in the other room, and if nothing works plug the modem into the other jack and try both jacks in the other room again.  

There are variables here of which we are unaware.  It is possible you can't get all of your jacks to work this way without some changes to the wiring.  Your phone lines may well still be connected to a junction box intended for connection to an outside line, and this could be configured in a way that interferes with this kind of connection.  As Amanda said, I cannot think of any reason that a different VOIP service would make a difference unless they include some of the troubleshooting and wiring changes that might be required.

They would not be any different because it is VOIP or Voce Over IP and this is all provided through the router and no outside phone line connections are made.
