Hello, my house has the same issue that you are discussing. When we originally built the house, somehow they only need two hot jacks. We have a total of three in the house. But only two that made hot for some large strange reason. So when had to wake up the connection I have now, I just kept it the same. We used to have the traditional landline service. But since I switched my phone service to spectrum, we had to have a modem.
