I have similar issues with the latest IOS upgrade, 16.1.1.
Call Apple at:
800-692-7753 and tell them what's going on.
Another thing I've found is when you are in the Messages folder, and you want to reply to a message by dictating it, you used to be able to double-tap anywhere on the screen to stop recording.
Now, you have to find that record button first, then double-tap the button.
Sounds simple, right? Well, it would be simple if Voice Over would speak as you search for the button!
For some reason speech isn't working until you find that recording button to stop it.
I also don't like the pitch for Siri's activation and deactivation. It is too low! And there's no way to change the pitch!
I told the rep I spoke to about the Siri pitch, "Every time Apple does an IOS upgrade, they always mess things up. I'm on the verge of getting an Android."
All she issued was a stupid, "Sorry to hear about that!"
I retorted, "You don't have to apologize. Unless you had something to do with this garbage."
The only way we are going to get things right is for us all to call them and tell them what's going on!

Whenever my iPhone does odd things like this. The first thing I do is restart the phone. I would suggest doing that first. Maybe you already have.
