Joshua,
On this one, I think not cutting hair is impractical especially
in colonial times when they did  not have the means to clean it as we did.
So I will do some research and see. I still find it hard to believe any 
women who followed certain preachers such as Wesley
did not cut hair. I will look at that passage. But also, you cannot always 
interpret the bible literally sometimes. Jeanette is right that some hair 
especially graying hair, does not look good. It is just a mass of thickness 
and isn't controlled. Therefore, I'd say that to be modest, one would 
actually need to cut hair.

Did you read Paul's sayings about this, in 1 Corinthians 11?
Women didn't ever cut their hair, until the 1920's.
This was when "Bobbed Hair," became popular.
