Yes.
It requires an iPhone with contract ($30 a month minimum and 2 years),
or an iPod Touch.

Some may work on iPad but I'm not sure.

Some apps are free, and some are paid, but I haven't heard of any monthly fee for the aps.
You just pay when you purchase and that's it.
