That was before the day of Pentecost.
After Pentecost, (the birth of the church,) this Acts 2:38, plan was
instated, and will remain the plan of salvation, until the rapture of
the church.
Also, remember what Jesus told Nicodemus, in John 3:5?
Also, read Romans, 6:4.
