Hi Naima,

Listers are not required by pay division dues, but they can if 
they want to.  It's not a requirement to be on the list, not at 
all! My comment about that was related to the division 
constitution, and whether or not it should be posted to the list.  
I posted it without Tom's permision because Sarah asked about it.  
As far as I know, constitution are not normally posted to 
division lists.
