Patricia,
	Well, who would conduct the certification? What standards would be
mployed to certify the various different types of service animals? Who would
pay for the certification? Would certification be life-long or would one
need to re-certify at specific intervals? If at specific intervals, what
interval? Could certification be suspended or revoked? Under what
circumstance and who would conduct the due process for such suspension or
revocation? Can you see the myriad of challenges such a thing would create?
Why not just give public accommodations the right to refuse access if a dog
is out of control and educate them about this right? This is what the law
already provides; the only pickle is helping them understand that those with
out of control animals who threaten law suits don't have a leg to stand o,
pardon the disability pun!

Certification would simply entail that your dog is qualified to perform the
tasks he or she is designated to do depending on your disability.
