Many in the traffic engineering community seems to be preparing to make comments stating that Access Board requirements for accessible pedestrian signals (APS) aren't needed, that they put APS  in when people need them and the APS won't be used because there are no pedestrians who are blind in their area.   I think comments are needed in support of the regulation from O&M specialists and blind and low vision individuals who have had some difficulty with street crossings without APS, particularly if APS have been requested and refused, or delayed.
What the draft reg says is that APS shall be installed where pedestrian signals are installed and requires APS installation when pedestrian signals are upgraded.

Also there seems to be lots of opposition to the Access Board requirement for signals at multilane roundabouts, so if you have some experience, or concerns, make some comments now!
