The MTA uses a quarterly schedule for implementing service changes.
The proposed winter service changes are available for comment through
January 30, 2017. The proposed MTA service changes are listed at:

https://mta.maryland.gov/service-changes-winter-2016

Instructions for submitting comments about these changes are on this
website.  Comments will be accepted through January 30, and changes
will go into effect on February 5.

The first set of items are scheduling changes to each route.  The
changes are described briefly in text on the website, and there is a
link provided to download a pdf for each bus route.  I have not tested
the accessibility of these documents.

Of possibly greater concern is phase 1 of the proposed bus stop
eliminations that are described below the route changes.  MTA's
criteria for stop elimination mainly is based on less than 10 people
entering or leaving the bus at that particular stop.  There are 3 ways
to access the stop lists, by stop number, by route number, or by
street name.  MTA staff says that the documents are accessible, but I
have not yet tested these documents.  So if your stop is on the list
for elimination, I'd suggest commenting soon.
