What type of device is this? I'm not familiar with the acronyms...

I'm looking for some positive and well written verbiage to bring
attention to the Garmin corporation concerning their locking the blind
out of their devices.  If you are not familiar with these devices you
should be.  The NUVI 800 series has speech output, and speech input.  It
can accept menu commands, and a blind person could most likely operate
the basic functions of the device, but then the units do something
terrible.  The units require the user to speak a line number from the
screen to select menu items.  If they can be persuaded to allow for
reading out loud the options, this unit can be usable for people who are
blind.

if any one has good introductory language, of this type and can explain
this frustrating situation in clear, persuasive terms, I'd love to send
