[gui-talk] Unable to Access Target.com web Site Using IE 8 With XP

Either a security setting or his caches have got corrupted.  Those 
delete files settings in internet explorer and delete caches may need 
exercising along with a full scan of malware antivirus on that machine.  
In fact I would have done all of that before I started this thread.
