I was referring to development of IOS and Mac apps, most of which are
done by 3rd party developers. For example, there are several word
processing apps for IOS, and programs for the Mac, but MS Office for the
Mac is still inaccessible.

I don't have any inside knowledge, but can't really classify Apple as
"small" in any sense that would meet the common sense test compared with
companies with like a hundred employees.  I believe the scope of IOS and
Windows Phone are equivalent--how many coders they use to get the work
done is just their matter of efficiency--but neither development effort
could be conceived of as "small".

The interesting thing is that in the Apple world, it is the small
developers that are doing most of the work as far as making software
accessible.

Folks:
At work employees don't always get a choice.  Windows Phone may be the
most effective in some IT environments, so would be used, and would be
often likely to be used exclusively.  Besides, if they can skip
accessibility in phones, why not desktop operating systems?  If
consistent advocacy is missing, inconsistent results will continue, and
probably increase.  If large corporations can't do accessibility, how
can we expect those with fewer resources to deliver it also?

That's what I think too. If Microsoft is unwilling to make their smart
phone platform accessible, there are some good alternatives. Of course,
they still should make it accessible, but we can definitely vote with
where we spend our money when it comes to phones.
