I know that you mentioned that you had to reinstall Windows 7 a while ago, which is when the problem started.
I'm wondering if there is a more recent update to the operating system which has not yet gotten installed.
I would check for updates to ensure that your computer has all of the recent updates to Windows 7.
Next, I would take a look at the article from HowtoGeek. If those steps don't provide a solution it wouldn't hurt to call the Microsoft answer desk for customers with disabilities.
