I'm wondering whether a synthesizer is defined for the UAC dialog in his
setup. I have played around with some of the Vocalizer Expressive voices,
first downloading the file that contains the compact versions of all of the
English voices. In several programs I have the high-quality version of the
Zoe voice profile running, but at the UAC dialog I get the compact version
of Zoe, which doesn't sound bad, either. All of these load times would be
shorter if we stuck with Eloquence, which uses very small files compared to
the Vocalizer voices.

I have not seen JAWS totally fail to speak at those UAC screens, but I have
definitely seen it take a while before it does. Make sure to wait for a
minute or two in case it's just reacting slowly.
You can also usually just type Alt+Y a few seconds after the tell-tale Ding
sound occurs as the UAC screen is coming up. Alt+Y is of course the shortcut
key for answering Yes.
