While I don't know specifically how to address your problem, I can suggest
that the best possible help for this issue is to contact the Microsoft
Disability Answer Desk at 800-93-5900. Even Google has very little to offer
with respect to Windows 7 issues.

Any time I shift-tab and try to move from one folder to another, it says,
for some reason, "folder pane minimized."   I am running Windows 7.  Any
