I always trip myself up over these questions. I know the word "first" is the 
most important part of the question.  But, to Shannon's point, what may have 
been done already? Still, these questions are pretty formulaic. The trick is 
knowing what the testers think, not over-thinking the answer and not 
complicating the question by thinking about what would happen in a real 
situation, which often doesn't fit conveniently into a multiple choice answer.
I can play "what if" till I really confuse myself, but I'm still sticking with 
B.
