Hello,
I have heard track changes are not all that accessible.  There 
are several other ways to get feedback.  One option would be to 
schedule an in person meeting with your professor.  This way, 
they can tell you what you need to work on and tell you where the 
changes need to be made.  Another option would be to ask your 
professor to email you your paper and put the required changes in 
parentheses either before or after the phrase in question.  I did 
this several times and it worked well.  Yes, the writing center 
will help you with your APA.  If you write the paper and try to 
format it the best you can, they will explain the changes and 
most likely help you make them right there if you bring the paper 
in on a usb drive.  I always did this and they were more than 
willing to help me out.  Your disabled students coordinator may 
also be willing to help you in a similar way.  Mine did when I 
could not get to the writing center.
I went to a small private college in Ohio, so your experience may 
be slightly different, but these are some of the ways I 
accomplished writing tasks.
