> By 2020 advanced mobile technology will be commonplace around the globe, according to findings from the latest edition of the Ericsson Mobility Report. Smartphone subscriptions will more than double, reaching 6.1 billion, 70 percent of the world's population will be using smartphones, and 90 percent will be covered by mobile broadband networks.

> Video traffic will also grow 55 percent per year until 2020 and will constitute around 60 percent of all mobile data traffic by the end of that period. Growth is largely driven by shifting user preferences towards video streaming services, and the increasing prevalence of video in online content including news, advertisements and social media.

> Technology adoption in the vending industry has been occurring slowly. Automatic Merchandiser’s 2015 State of the Vending Industry report revealed that in 2014, 10.1 percent of operators added at least one mobile payment solution to machines, bringing total machines with a mobile payment feature to 7 percent (out of an estimated 5.1 million machine base). Meanwhile, 11 percent of operators added at least one video screen last year, meaning 2.6 percent of total machines are equipped with video screens.

> New Federal Report Explores Ways to Break the School To Prison Pipeline for Students with Disabilities

> Washington, DC – June 18, 2015 – A report released today by the National Council on Disability (NCD), an independent federal agency, examines the policies and practices that push the nation’s schoolchildren, especially those most at risk, out of classrooms and into the juvenile and criminal justice systems, and asks and answers whether existing federal laws offer ways to disrupt this pattern, which has come to be known as the “School-to-Prison Pipeline.”
>  
> In conjunction with its fall quarterly meeting, NCD convened a stakeholder forum in Atlanta in October 2014 to receive testimony on the role of special education in the School-to-Prison Pipeline. The findings and recommendations in the “Breaking the School-to-Prison Pipeline” report are based upon the culmination of that testimony, interviews with experts, and review of available research.

> As a result of its research, NCD has concluded that the Individuals with Disabilities Education Act (IDEA) can and should be an important part of the solution to the Pipeline crisis, and thus the report’s recommendations focus on ways to improve existing special education delivery and enforcement systems to better meet the needs of students with disabilities, and particularly of students with disabilities of color.

> "The prioritization of incarceration over education, if unchecked, jeopardizes decades of progress pursued in inclusive education policy,” said Rebecca Cokley, NCD’s Executive Director. “We must improve existing special education delivery and enforcement systems to better meet the needs of students with disabilities who are at risk for entering the pipeline, while also addressing both the conscious and unconscious racial biases that combine with disability discrimination to magnify the crisis.”

> -- Persistent racial and ethnic disparities in identification, discipline, placement, and other key categories show IDEA implementation breakdowns disproportionately affect students of color with disabilities.
> -- Although the overall inclusion of students with disabilities in the general education classroom has increased over the last decade, statistics shows that students of color with disabilities remain disproportionately segregated from their nondisabled peers.

> -- The United States Department of Education should fund the development of systems for evaluating implicit racial and disability bias in schools where minorities are overrepresented in identification, discipline, or placement, and implement implicit bias training in enforcement agreements and compliance reviews.
> -- Federal and state enforcement agencies should coordinate enforcement of disability rights laws and other civil rights laws such as Title VI of the Civil Rights Act of 1964 and bolster enforcement efforts on the specific issue of disproportionality in school discipline and juvenile justice referrals, including initiating litigation.

> Session Update – June 26, 2015
> The General Assembly continues to convene each week to consider issues of importance to a final end-of-session agreement between the Governor and the Legislative Leaders. 
>  
> As the General Assembly “released” appropriations bills from their parliamentary “holds” this week, the Governor took gubernatorial action on the budget items.  First, he signed into law a bill that provides for general state aid payments (GSA), mandated categorical appropriations, and payments to the teachers’ retirement system for K-12 education.  This bill did not include the operations budget for the Illinois State Board of Education, however, as it was vetoed by the Governor with the remainder of the FY16 budget that was approved by the General Assembly in May.  These actions will allow public schools to open their doors for the school year this fall, but the remainder of the FY16 state budget for all state agencies remains in a state of flux.  Although there are veto-proof majorities in both the Senate and House, it is unlikely that either Chamber would attempt an override of the Governor’s budget vetoes.  The stand-off on tax increases and business/economic reforms will continue into July. 
>  
> In response, the House has posted Committee of the Whole hearings for next Tuesday and Wednesday to discuss the state of government operations on July 1st.  The House will receive testimony from interested parties that will be affected by an FY16 budget delay, including Medicaid providers, patients, and other human and education services-related recipients.  The Governor’s media campaign on the lack of a budget deal continues, reiterating that the General Assembly-approved budget is $4 billion out of balance.  Speaker Madigan maintains his position that non-budget items should not be considered as part of the budget process, and President Cullerton has called on the Governor to “stop campaigning and start governing.”  Tensions have again increased at the Capitol this week. 
>  
> On Tuesday of this week, both Chambers discussed a proposal to delay the Chicago Public School’s pension payment of $634 million from June 30th to August 10th.  The amendment passed a House committee, but it unexpectedly failed by a vote of 53-46-2 on the House floor.  In anticipation that the bill might be favorably considered by the House, the Senate held a subject matter committee hearing on the issue.  The Senate also held its third Committee of the Whole meeting for the summer, discussing the issues of increasing the minimum wage and creating the Health Workplace Act to require private employers to provide employees with paid sick days.
>  
> Also this week, both Chambers continued to consider bills on the Order of Concurrence.  The House held committee hearings to discuss salaries in the Governor’s Office and changes to the Determination of Need (DON) scoring process, which is used by state agencies as a functional assessment instrument to determine whether an individual is eligible for in-home, community-based, and institutional services.  In response to last week’s Committee of the Whole hearing on a public-private business development corporation to replace the current Department of Commerce and Economic Opportunity, the House also considered a series of amendments to HB 0574 (Madigan/Cullerton), which creates the Illinois Business and Economic Development Corporation as a private-public economic development corporation.  The bill, which does not represent a bi-partisan compromise, passed the House by a vote of 60-8-34 and now moves to the Senate.

> The House is scheduled to be in Session Tuesday and Wednesday of next week, and the Senate is scheduled to return to Session on Tuesday.

> 24 June, 2015 Drinking 3-5 cups of coffee per day could cut an individual’s cardiovascular disease (CVD) mortality risk by up to 21%, according to research highlighted in a EuroPRevent session report published by the Institute for Scientific Information on Coffee (ISIC), a not-for-profit organization devoted to the study and disclosure of science related to coffee and health1.
>  
> The finding is significant given that coronary heart disease and stroke remain the primary cause of death across Europe, responsible for 51% of all deaths in women and 42% of all deaths in men.2  Over four million people die from CVD annually in Europe and overall, CVD is estimated to cost the EU economy €196 billion every year.3
>  
> The ISIC session report highlights the research presented at a Satellite Symposium held during the European Association for Cardiovascular Prevention & Rehabilitation’s 2015 congress in Lisbon, Portugal, on the subject of ‘Coffee and CVD Mortality’. Leading researchers in this field presented on the role of lifestyle factors in CVD mortality risk reduction, the epidemiological evidence on coffee and CVD mortality, and the conclusions from meta-analyses on coffee and CVD mortality.
>  
> The lowest CVD mortality risk is seen at an intake of approximately 3 cups of coffee per day, with a percentage risk reduction of up to 21%.1
>  
> Two 2014 meta-analyses suggest an association between coffee consumption and CVD risk, proposing a ‘U-shaped’ pattern whereby optimal protective effects were achieved with 3-5 cups of coffee per day.3,4
>  
> Drinking 3-4 cups of coffee per day is associated with an approximate 25% lower risk of developing type 2 diabetes compared to consuming none or less than 2 cups per day.5 People with diabetes typically have a higher CVD mortality risk, therefore this association may be linked to a decreased CVD risk.5
>  
> In males, a combination of 5 healthy behaviors (a healthy diet, moderate alcohol consumption (10 to 30 g/ day), no smoking, being physically active and having no abdominal adiposity) could prevent 79% of myocardial infarction events.6
>  
> Half of CVD cases in women could be avoided by modifying lifestyle choices, as approximately 73% of CHD cases and 46% of clinical CVD are attributable to an unhealthy lifestyle.7
>  
> The report concludes that recent research supports the view that moderate coffee consumption at approximately 3 – 5 cups per day may have a protective effect against CVD mortality risk. The mechanisms of action behind the associations are unclear, however areas of interest for future research include the anti-inflammatory and antioxidant properties of coffee, and the known association between coffee consumption and type 2 diabetes risk reduction as CVD mortality is typically higher in this group.  It is important to note that results differ between varying populations; it is suggested that 2 cups of coffee per day may offer the greatest protection in a Japanese population, whilst 3 cups may provide the greatest protection in UK and US populations.

> Prof. Doutor António Vaz Carneiro of the Faculdade de Medicine da Universidade de Lisboa commented:  “It is important to acknowledge factors which might have a protective effect against CVD mortality. Moderate coffee consumption could play a significant role in reducing CVD mortality risk which would impact health outcomes and healthcare spending across Europe.”

> Alabama legislators are discussing a soda tax as a remedy for general fund budget shortfalls, reports ABC 33/40. The potential soda tax would include a nickel increase onto every 12 ounces of soda. A soda tax, the source reports, is only one of many proposals being discussed.
