> Illinois State Senator Mattie Hunter and State Rep. Robyn Gabel reintroduced the Healthy Eating Active Living (HEAL) Act to the Illinois General Assembly last week. The act would create a 1-cent-per ounce excise tax on distributors of bottles of energy drinks, soda and other sugary beverages. The HEAL act would tax beverages with more than 5 grams of sugar per 12 ounces, including ready-to-drink coffees and teas.

> HARTFORD, CT -- State Rep. Juan Candelaria has proposed a tax on candy and sugary soda in Connecticut. The Democrat from New Haven believes such a tax would help tackle childhood obesity. The bill proposes a tax of 1¢ per ounce on candies and soft drinks -- carbonated and noncarbonated -- that are high in sugar and calories. It has been referred to the Connecticut's Joint Committee on Children. Candelaria would like to see proceeds raised by his tax applied to preventing childhood obesity, funding state municipalities, and financing state college and university scholarships. The National Confectioners Association voiced its opposition to the bill, saying there is no evidence taxes work to curb obesity and that it's discriminatory to single out candy and soda with a sales tax. Tennessee, Arkansas, Virginia, and West Virginia tax high-sugar soft drinks, but Candelaria said he no other states have an "obesity tax" on candy.

> Illinois Lawmaker Pushes For Healthier Options In Rest Stop Vending Machines
> Illinois State Representative Don Moffitt (R-Gilson) is advocating for the addition of healthy snack items in vending machines at rest stops along state highways. KWQC-TV 6 reported that the lawmaker has introduced a bill calling on the Illinois Department of Transportation to add at least three healthy snacks for every ten items in the vending machines. If the bill becomes law, it would require that two of the three healthy snack items come from Illinois and all of the healthy items would need to contain fewer than 220 calories.

> Continuing with his “Turnaround” agenda for Illinois, Governor Bruce Rauner presented his first budget address to a joint session of the Illinois General Assembly today.  While the Governor’s proposed spending plan for the FY16 budget does not include a general tax increase, the severity and depth of his proposed program reductions and eliminations may cause alarm to a level that legislators will seek new revenue sources.  After the speech, House Speaker Michael Madigan called for a mixture of reduced spending and increased revenues, believing that Illinois cannot cut its way out of its fiscal problems. 
>  
> After more than a year of discussion regarding the State’s dire fiscal situation, the Governor proposed more than $4 billion in program and service reductions and eliminations from this year’s FY15 appropriation level that can only be described as unprecedented in the State of Illinois.  If factoring in the projected spending growth year-over-year, it could be characterized as a $6 billion budget reduction in FY16.  This figure does not include the necessary funds to cover more than $6 billion in unpaid bills that continue to accrue.  General Funds spending, which does include a $505 million allocation for old bills, totals $32 billion in the Governor’s proposed FY16 budget.  Total proposed FY16 spending for all funds, including Other State Funds and Federal Funds, is $61.8 billion.  The Governor is also seeking additional budgetary powers to establish spending reserves and to manage programs through rate modifications and adjustments in an effort to address the structural deficit in the current, FY15 budget.

> In following with his shared sacrifice approach, the Governor is further requesting fund-to-fund transfer authority, including special funds to the general revenue fund, and the authority to modify “transfers out,” including the Local Government Distributive Fund, which will be of concern to local governments around the State.  Similar authority has been granted to Governor’s in recent years in times of fiscal duress.

> During the 2015 Gubernatorial election, Governor Pat Quinn and candidate Bruce Rauner, in part, shaped their campaigns around a key variable in the State’s fiscal future:  the income tax increase that was enacted in 2011 that began to phase down on January 1, 2015, six months into the FY15 budget year.  It is projected that general funds receipts will be down nearly $4 billion next fiscal year due to the expiration of a portion of the tax.

>  Highlights of the Governor’s proposed FY16 “Turnaround Budget” include: 
> $1.3 billion reduction in funding to the Department of Healthcare and Family Services from FY15 levels.  The Governor proposed a “reinstatement” of SMART Act reductions and program eliminations from 2012, including redeterminations; transferring pockets of Medicaid eligible individuals to the federal Exchange; reducing provider rates; cutting hospital funding $735 million; reducing nursing home funding by more than $200 million; reducing pharmacy dispensing fees, eliminating them for name-brand drugs; eliminating the hemophilia assistance program; and moving ACEs and CCEs to full-risk managed care capitation.

> Reducing funding to higher education by $387 million, or 31%, eliminating most Board of Higher Education grants.

> Reducing GRF funding to IDOT by more than 90%, eliminating the PACE paratransit program and the Governor’s share of air travel.

> Reducing operating assistance grants to the RTA, Downstate Public Transit, and Amtrak by 38%.
>  
> Eliminating $20 million in grants from the Illinois Department Labor to local agencies and community providers for community support programs and youth employment opportunities.
>  
> Increasing funding for Elementary and Secondary Education, early childhood education, and hiring for new correctional offices at state prisons.
>  
> The Governor’s budget relies heavily on the projected $2.2 billion in savings expected from a new pension plan.  Under the proposed plan, state employees and teachers hired before 2011 will be funneled into the State’s Tier 2 pension plan for future pension earnings (work performed prior to July 1, 2015 would receive the current Tier 1 benefit).  Police and fire fighters would be excluded from the plan.  The key change in newly-earned benefits will be moving to a lower COLA. The Governor also proposes reducing the state employee group health insurance appropriation by $400 million, increasing universities’ share of group health costs, and increasing employee “cost sharing” as part of the upcoming state employee contract negotiations.  Employees hired before 2011 will also have the option of a buy-out, or lump sum payment to invest now in a 401(k)-type plan, in return for a voluntary reduction in cost of living.  Senate President John Cullerton commented after the Governor’s speech that this $2 billion in proposed savings should not be included as part of the Governor’s FY16 budget as it is unreliable given recent court actions regarding other pension reforms.

> The Governor and his administrative team now begin the process of working with the Democrat-Controlled Legislature to craft the final FY16 budget.  Governor Rauner’s position to reign in state spending at all costs will have to balance with the Democratic majorities’ desire to seek additional revenue sources to alleviate deep spending cuts.  House and Senate Republicans will be included in budget negotiations for the first time in more than a decade.  The House and Senate appropriation committees will begin reviewing agency budgets in detail and taking testimony from stakeholders on the impact of the proposed funding cuts in the coming weeks.

> In other news, this week Avery Bourne of Pawnee, a 22-year old Washington University law school student, replaced Wayne Rosenthal as the republican state representative for the 95th District.  Rosenthal was appointed the Director of Natural Resources by Governor Rauner.

> Unwanted Medication Disposal
> Health officials in western Illinois say a drop-off box for people to dispose of unwanted medications has been a success.   Adams County Health Department prevention coordinator Alaina Tippey reported to The Quincy Herald-Whig that the goal is to help get unused and outdated medicines out of homes and, hopefully, off the streets.  The collection box was started two years ago in Quincy and paid for by a state grant. It's emptied regularly by officials in the county and it the service is free to residents.  Health officials say there aren't specific numbers available on how many medications have been collected in the Quincy area.   However, the U.S. Drug Enforcement Agency says more than 300 tons of unwanted prescription drugs were collected during a nationwide operation last year.

> After taking office, Governor Rauner issued Executive Order 15-08 to address the “state’s fiscal crisis”.  This past Friday his office issued “Guidelines for Review and Suspension of Non-Essential Grants” to all state agencies regarding implementation of the Executive Order, including provisions to freeze GRF grants.  The guidelines specify:

> Each State Agency shall immediately establish an FY15 Reserve in the amount of its grant funds that are unencumbered for non-essential grant agreements plus the amount of the unobligated balance of non-essential grant appropriations from all General Funds and Other State Funds. These reserves and directions apply to all executed and pending grant agreements. “Unencumbered” is defined as the amount of the grant for which costs that have not been incurred by a grantee for an executed grant agreement.

In Acting Secretary Bassi’s most recent experience, he served as a litigation attorney at Barnes & Thornburg, LLP and an earlier role at Winston & Strawn, LLP in Chicago that included work with government relations. Acting Secretary Bassi also served in positions with the federal courts and the U.S. Department of Justice.  His volunteer experience includes service as an Officer of the Marillac St. Vincent Family Services Associate Board, a non-profit organization that provides services in Chicago for child care and early childhood education, after-school programs, services to isolated seniors, programs for pregnant and parenting teens, and provides outreach to at-risk families and individuals. He also served as Co-Chair of the Holy Angels School Tutoring Program that provides tutoring services to low-income elementary school students on the South Side of Chicago. > Last month I had the honor of visiting Fort Meade along with Marc Maurer, the Immediate Past President of the NFB, and Nicky Gacos, president of our National Association of Blind Merchants. During the visit we had the opportunity to experience the work of a blind vendor running the dining service there at the base. In addition, we spent some time with Colonel Brian Foley and discussed emerging opportunities for the blind to contribute to military operations. Our visit was inspiring and hopeful—inspiring due to the tremendous work our military personnel do to keep our country safe, and hopeful because of the connections we made that will benefit blinded veterans and others who might seek employment opportunities with the Department of Defense in the future.
> The National Federation of the Blind is working on opportunities for the blind in almost every area you can imagine. Sometimes it starts with a meeting with a partner that can help mobilize the right resources and other times it starts with that one blind person who is seeking to push the limits of what has been done. Many times the spark that triggers our action comes from our annual convention.

> The annual youth and adult writing contests sponsored by the NFB Writers’ Division will open January 1 and close April 1. It does not have to be about the anniversary of NFB. > New products promise to be less processed. By Jessica Wohl, Tribune reporter. Food and drink companies are gearing up to tackle a variety of challenges this year, as economic pressure continues in markets around the world and some consumers push for less-processed products. U.S. manufacturers are responding in a variety of ways. At the recent Consumer Analyst Group of New York's annual gathering, officials discussed cost-cutting efforts that included plant closings and canceling business-class travel. Others acknowledged that they're pushing to make some of their goods a little less processed. Some of the companies also gave a sneak peek at some of the new products they are bringing out this year. What follows is a look at products, some with a healthy bent and others that are more indulgent. As Ken Powell, CEO of General Mills, said with a laugh: "I think people can eat organic cereal and then have a brownie."

> Less sugar in Yoplait yogurt General Mills is cutting the amount of sugar in its Yoplait Original line by more than 30 percent. "We'll start seeing that on store shelves as early as next month," said Jeffrey Harmening, General Mills' chief operating officer of U.S. retail. "We are not replacing (sugar) with other sweeteners, artificial or otherwise. The new yogurt will have more milk solids and other ingredients in place of the sugar. A new 6-ounce serving will have 18 grams of sugar, down from 26. It will have 150 calories, down from 170, and will have 6 grams of protein, up from 5 grams.

> Kellogg aims to keep it simple In the middle of the year, Kellogg plans to launch Kellogg's Origins, a line of muesli and granola cereals that Chief Growth Officer Paul Norman described as "real food prepared simply," with "no preservatives, no artificial colors, no artificial flavors. He said the products would have whole grains and fiber, and carry "an ingredient list you can understand that's short, and that you know everything that's in there and you can pronounce it." High-end juices of Campbell Soup Campbell Soup CEO Denise Morrison called out the "mounting distrust of so-called big food" during her presentation at the conference and said the company, best known for its soup, would be more transparent about its ingredients and processes. As part of Campbell's response to the rising interest in fresh foods, it is bringing out 1915, a new line of "ultrapremium," cold-pressed organic drinks. The beverages, set to hit stores in spring, include flavors such as carrot, apple, lemon, ginger and coriander. The name 1915 is a nod to 100 years ago, when foods were made with a few simple ingredients, and marks the year that the Bolthouse family began commercial vegetable farming. Campbell acquired Bolthouse Farms in 2012.

> Hershey streamlines ingredients This year, Hershey plans to have a simpler list of ingredients for its Hershey's milk chocolate bars and milk chocolate Kisses sold in the United States. "Consumers want to understand what's in their food," said Michele Buck, Hershey's president of North America. The company already made the ingredient changes in Canada. The updated chocolate bars will no longer contain lactose, or milk sugar; PGPR, an emulsifier used to keep ingredients from separating; or vanillin, an artificial ingredient that gives foods a vanilla flavor. The new milk chocolate Kisses will no longer contain lactose or vanillin. Natural flavor is being added to both products, the company said. Hershey also announced Brookside fruit and nut bars, made with fruit, roasted almonds and dark chocolate. The gluten-free bars have no high-fructose corn syrup or artificial colors or flavors, and will come in three flavors: cranberry with blackberry, cherry with pomegranate, and blueberry with acai. The Brookside bars will hit stores early in summer and should be available around the country by the end of July. The suggested retail price is $1.69 for a 1.4-ounce bar, or $4.99 for a package of four bars.

> Make-your-own sodas After years of dominating the coffee maker market, Keurig Green Mountain is set to introduce a cold drink machine -- Keurig Kold -- this fall. The machine, one of the biggest threats yet to SodaStream, will make drinks consumers know, including Coca-Cola and Dr Pepper. Perhaps Coca-Cola being in the system is no surprise, given that Keurig Green Mountain CEO Brian Kelley joined Keurig after about five years at Coca-Cola. Keurig also is looking to quench consumers' thirsts with six of its own new brands: Red Barn Craft Soda, made with cane sugar; Flynn's Soda Shop drinks, which are "soda fountain classics with a little modern sass," the company says; Waterful, a lightly-flavored, no-calorie water; Flyte, a new drink in the sports drink category; Tierney's Iced Tea Co. teas; and Seraphine, a sparkling line with the "essence of Mediterranean fruits."
