Please be sure to have checked in with Letia in the BEPB office prior to end
of day Wednesday October 3rd. Be on the list, and be sure to get your guest
luncheon checks, $35.00 each into ICBV (53 W. Jackson Blvd. Chicago, IL
60604) by the end of the week, October 5th. Wristbands will be required to
receive lunch at the event. You must be on the BEPB list accurately to be
counted too, please.

 

Remember to bring your hat & glove (not scarf like I wrote on vendor update,
whoops) donations for ISVI & Mary Bryant too. Stick to adult sizes, there
are very few small children and I still have plenty for them. Solid colors
are best to match with handmade scarfs.

 

Friday night trade show will be a fun exciting evening with our partners,
come have fun and enjoy. The theme will be Halloween Party/Family Fun Night.
There will be a band in the tradeshow room from 8-10, and karaoke in the
adjacent room sponsored by the NFBI Students. Spend time in both rooms,
visit each table to meet our partners, learn about new products, collect
tricks and treats, learn of show deals and more. Feel free to come dressed
up in costume or in festive fall attire. There will be a gift card given for
best costume. 

 

Saturday Award Luncheon and Training through 5 pm, NFBI Banquet Saturday
night, if you are registered.

 

The Leadership and Awards Luncheon Will take place Saturday from 12:00-200
in conjunction with the National Federation of the Blind of Illinois. We
will have a packed house and share successes of the 50th anniversary with
our partners.

 

If you attend the afternoon Training Session II AND the NFBI dinner you can
voucher that Saturday night room stay. The NFBI dinner costs $35 and

Equip for Equality will be hosting a meeting on Tuesday, October 30, 2018 to
discuss legal issues impacting persons with vision impairments or blindness
in Illinois.  The purpose of the meeting is to solicit input from the blind
community on what issues are important, in order to provide guidance to EFE
on case acceptance and proactive initiatives.  The meeting will take place
from 10:30 a.m. until noon at EFE's offices at 20 North Michigan Avenue,
Suite 300, Chicago, Illinois 60602.  Barry Taylor and Amy Peterson will
participate on behalf of Equip for Equality. A member of EFE's staff working
on our new Employment Rights Helpline will also discuss the rights and
responsibilities of job seekers, requests for accommodations as well as
services provided for callers with employment questions or problems.  This

Amazon to open fourth checkout-free store, in Chicago this time

SAN FRANCISCO - The Windy City is getting the next Amazon Go checkout-free
store, the first to open outside of Seattle. The new cashierless store opens
Monday in Chicago.

 

The store uses proprietary technology made up of hundreds of cameras and
sensors to see what customers have taken. The Just Walk Out tech allows
customers to swipe in with their Amazon Go app, pick up what they want and
walk out. When they leave, the items are automatically charged to the credit
card on the account, without the need to talk to a cashier or swipe a bar
code.

 

This high-tech solution for a long-standing complaint among shoppers - long
checkout lines - has the prospect of shaking up the grocery business. But
Amazon is starting small. 

 

The Amazon Go stores are about the size of smallish convenience stores,
about 2,000 square feet vs. the average U.S. supermarket, which is around
45,000 square feet. 

 

The stores stock a high-end assortment of grab-and-go lunch foods, as well
as chilled beverages, sweets, snacks, ready-made salads and sandwiches,
frozen foods, meal kits for dinners, as well as some groceries and sundries.

 

The original Amazon Go store is located in the first floor of Amazon
headquarters. It opened to staff in 2016 and to the public in 2018. Two more
have since been launched in Seattle.

 

The three Seattle stores are popular with Amazon employees and others
looking to grab and go quickly.

New project connects chefs to people with disabilities to benefit local
homes and workshops By Alison Bowen, Chicago Tribune September 18, 2018

 

Daniel Schnitzler knows what he likes to eat. He likes barbecue sauce and
Kraft Parmesan cheese, but not sour cream. And he creates his own
concoctions, like frozen green beans, corn and peas sprinkled with Parmesan,
eaten cold in a pink Tupperware bowl.

 

His specific tastes inspired the new chicken Milanese at the Chicago
Athletic Association's rooftop restaurant Cindy's, created by executive chef
Christian Ragano for Doors Open Dishes. The project aims to benefit homes
and workshops that host Chicagoans with developmental disabilities,
partnering with restaurant chefs who create dishes inspired by an individual
in one of those programs. Schnitzler, a cheerful 42-year-old who loves
Madonna songs, '90s songs, musicals and singing all their words, has autism.

The below research participant solicitation is being provided for
informational purposes only. The National Federation of the Blind has no
involvement in this research, but we believe that it may contribute to our
research mission.

 

Study: Vibration patterns for displaying graphics on touchscreens (sponsored
by National Science Foundation and Saint Louis University)

 

We are looking at innovative and intuitive ways that vibrations can be used
to supplement information access on touchscreens. We are conducting research
looking at the best ways to convey graphics (such as charts, graphs, and
maps) on touchscreens using vibrations and sounds for blind and visually
impaired individuals. In this study, we will investigate how individuals
classify and differentiate different vibration patterns on touchscreens.
This research will help improve education and independence of individuals
with visual impairments by giving users of touchscreens more ways to access
graphical materials. 

 

Any individual with blindness or visual impairment at the NFB IL Chicago
Convention may participate. However, individuals must have sensation in
their fingers and mobility of their hand to be able to move across a
touchscreen.

 

Each individual will be in the study for 1 hour. Each individual will
complete the study in 2 parts. In part 1, individuals will categorize
different vibration patterns. In part 2, individuals will be presented with
multiple groups of 2 vibration patterns in which they will have to determine
if the 2 patterns are the same or different.

 

Individuals will each be compensated for their time with a $25 American
Express gift card.

US House of Representatives Passes Marrakesh Treaty Implementation Act
Treaty Now Awaits Presidential Action

 

Washington, DC (September 25, 2018): The United States House of 

Representatives has passed the Marrakesh Treaty Implementation Act 

(S. 2559), which makes modest changes to copyright law that will 

bring the United States into compliance with the terms of the 

Marrakesh Treaty. The Senate gave its advice and consent to 

ratification of the treaty and passed the implementing legislation on June
28.

 

"For almost a decade now, the National Federation of the Blind, our 

partners, and other advocates have worked to bring the Marrakesh 

Treaty into being and into force," said Mark A. Riccobono, President 

of the National Federation of the Blind. "Today we applaud the United 

States House of Representatives for its passage of the Marrakesh 

Treaty Implementation Act. We now urge President Trump to sign this 

implementing legislation, and to order the State Department to 

deposit the instrument of ratification with the World Intellectual 

Property Organization as soon as practicable. We are closer than ever 

to the day when blind Americans will have greater access to the 

world's knowledge, in many of its original languages, than we have 

ever had in human history."

The U.S. National Park Service (NPS) has over 400 sites that are visited by

National Federation of the Blind Sues US AbilityOne Commission

 

Alleges Violation of Federal Transparency Laws and Regulations

 

Baltimore, Maryland (September 26, 2018): The National Federation of the
Blind, the nation's oldest and largest organization of blind Americans,
filed suit today against the US AbilityOne Commission, which oversees a
federal program that is supposed to advance work opportunities for the blind
and other Americans with disabilities.

 

The lawsuit, filed in federal court in Maryland, alleges that AbilityOne
violated the Administrative Procedure Act and federal grantmaking and
contracting laws when it designated the American Foundation for the Blind
(AFB) as a "central nonprofit agency" (CNA) in the AbilityOne program and
signed a long-term agreement with AFB. The Administrative Procedure Act
requires federal agencies to give public notice and an opportunity for
public comment before making changes to their programs and the requirements
for federal grants and contracts require competitive procedures to ensure
the most qualified bidders are able to apply.

The AbilityOne program was created in 1938 specifically to increase
employment opportunities for the blind. It requires federal contracts to be
preferentially awarded to contractors that primarily employ workers with
disabilities. Currently, over $3 billion in goods and services are purchased
from over five hundred AbilityOne contractors each year, with more than half
from the Department of Defense. The AbilityOne Commission oversees the
awards of these contracts and compliance by the contractors. It does so
through two CNAs: National Industries for the Blind (NIB) and SourceAmerica.

 

Without notice and comment or any opportunity for other bidders to apply,
AbilityOne made AFB a third CNA as of July 26, 2018. The National Federation
of the Blind is challenging this action and asking the federal court to
reverse it. If it had been apprised of the opportunity, the NFB would have
bid on the contract to become a CNA with the goal of leveraging the power of
its fifty thousand members, its nearly eight decades of experience
representing the interests of blind workers, and its three affiliated
rehabilitation training centers, to move the AbilityOne program toward the
full participation of blind people in competitive integrated employment,
including new and emerging industries that pay prevailing wages, offer
opportunities for advancement, and provide required accommodations and new
technologies.

 

The National Federation of the Blind and other disability groups have
criticized the AbilityOne program and repeatedly called for its
reform<https://nfb.org/leading-organizations-americans-disabilities-call-ref
orm-abilityone-program?> because it is based on outdated beliefs about the
capabilities of people with disabilities. Many of the contractors given
preferential treatment under the program segregate workers with disabilities
from workers who do not have disabilities and require the disabled workers
to perform menial jobs that do not prepare them for mainstream work. In
addition, fifty of the AbilityOne contractors pay workers with disabilities
less than the federal minimum wage - pennies per hour, in the worst cases.
Furthermore, both the Government Accountability

nel_on_DoD_and_AbilityOne_Signed_18_July_18.pdf> have issued reports
highlighting a lack of transparency and oversight of the activities of the
CNAs and calling for significant changes to the AbilityOne program to
increase integration and reduce the risk of fraud.

 

The AbilityOne Commission's selection of a new CNA seeks to "provide a
framework for a new CNA model in the AbilityOne program that places the
focus on increasing job placement and career advancement opportunities in
knowledge-based positions" and identify "innovative employment
opportunities, careers and lines of business for people who are blind" over
five years.

 

"We appreciate that AbilityOne is pursuing a new CNA to support innovative
jobs and careers for people who are blind. The move toward integrated
real-world employment for people with disabilities is long overdue. Thanks
to federal laws like the Americans with Disabilities Act, blind people have
proven we can do real jobs and do not need to be segregated or relegated to
menial work," said Mark Riccobono, President of the National Federation of
the Blind. "However, AbilityOne's decision to authorize a new CNA with no
input from the public or from blind individuals, is an example of the inside
dealing and lack of transparency that have long pervaded the program. As the
nation's leading membership organization of blind Americans, the National
Federation of the Blind is taking this action in solidarity with the blind
employees who work on AbilityOne contracts. Blind workers deserve to have
input into the future of the AbilityOne program. In addition, as an
organization with 78 years of experience helping blind workers find and
succeed in competitive, integrated employment, the NFB has expertise and
insight about innovations to support blind individuals to pursue the jobs of
today and the jobs of tomorrow. We stand ready, willing, and able to help
AbilityOne build the future. But we will not tolerate the AbilityOne
Commission flouting the law and ignoring the voices of the blind Americans
who will be affected by its decisions."
