> Tesla Slams Brake on Driverless Cars by David Fickling
> Oct 20, 2016 12:51 AM EDT (Updated Oct 20, 2016 4:10 AM EDT)
> You might have missed it from the way Tesla Motors just announced that all its new cars will have self-driving hardware, but the company Thursday put a brake on its autonomous-vehicle technology. Naturally, it's installing sensing technology in all its vehicles now, because that's what the entire automotive industry is doing. Look at sales of Mobileye's EyeQ chip, the visual-recognition hardware that powered Tesla's autonomous systems before a falling-out between the companies this year. The number of cars being produced with this technology by other car manufacturers vastly outstrips Tesla's own volumes:
>
> The Cars Have Eyes
> Based on Mobileye sales alone, Tesla is only a tiny part of the market for cars with sensing capabilities.
>
> The crucial bit of the announcement is buried in the last paragraph: Teslas with new hardware will temporarily lack certain features currently available on Teslas with first-generation Autopilot hardware, including some standard safety features such as automatic emergency braking, collision warning, lane holding and active cruise control.
>
> In other words, the new cars will probably be able to operate in some sort of self-driving mode at some future date, but won't be doing it at once -- unlike the vehicles that have been involved in crashes in locations including Florida, California, Beijing, Germany and the Netherlands in recent months.
>
> That's a welcome retreat. As Gadfly has argued before, driverless cars are going to end up killing a lot more people before they start getting safer, and Tesla needs to recognize that for both its own sake, and that of the broader industry. Minimizing that risk is going to involve collecting petabyte after petabyte of data about how driverless cars perform on the road. Google, whose driverless-car development has fallen behind rivals, provides a good analogy. By taking out about three-quarters of the market for online search and almost 90 percent of the share in mobile operating systems, it has built up a database of the world's online behavior that no other competitor can match.
>
> The numerous automakers competing to get self-driving cars on the road want to achieve the same thing: Acquire the best possible database of autonomous behavior to ensure their cars are safer than the competition's. That's one reason why the industry is wary of a push by U.S. regulators to get them to share more data: The proposal essentially asks them to surrender their competitive advantage. By encouraging drivers to give up more control to their vehicle, Tesla's Autopilot mode may have given it an edge in data-collection over the more passive lane-assist and sensing systems employed by the likes of Volvo, BMW, GM and Toyota. But the costs of that high-stakes strategy have been outweighing the benefits: Aside from the rising toll of accidents, Mobileye blamed Musk's over-enthusiasm about the technology for ending their relationship, and Germany last week asked Tesla to drop the term Autopilot in case it was leading drivers to reduce their attention. Giving up on autonomous mode in new cars will reduce Tesla's ability to overcome its numerical disadvantage in data collection against the major volume automakers. But it will ensure the entire industry is able to develop more prudently, and give regulators faith that engineers aren't putting inter-company competition ahead of road safety. That can only be a good thing.
>
> It's still in existing Tesla cars but won't be used in future models. Tesla says elsewhere on its website, but not in its statement, that an enhanced version of Autopilot with autonomous freeway and parking capabilities "is expected to complete validation and be rolled out to your car via an over-the-air update in December 2016, subject to regulatory approval." That won't be fully self-driving, but Musk said on a conference call after the announcement that a Los Angeles-New York test drive of driverless technology will happen before the end of 2017.

> Proclamation 9525 of October 14, 2016
> Blind Americans Equality Day, 2016
>
> By the President of the United States of America - A Proclamation
> Each day, blind and visually impaired Americans contribute to our society, refusing to allow anything to hold them back. In order to ensure more Americans with disabilities can continue participating fully in our country, we must each do our part to promote equal opportunity for all. On Blind Americans Equality Day, we reaffirm the inherent dignity of every human being and recommit to forging a future in which all Americans, including those with visual impairments, can pursue their full measure of happiness.
>
> More than two decades ago, one of the most comprehensive civil rights bills in our history, the Americans with Disabilities Act (ADA), was signed into law. Ever since, the ADA has helped reduce discrimination and promote equal access to classrooms, workplaces, and transportation--and it is imperative that we build on the significant progress we have made for individuals living with disabilities. Because the unemployment rate is more than twice as high for Americans with disabilities, my Administration has worked to improve employment opportunities, including within the Federal Government where we are leading as a model employer. Last year, we hosted the White House Summit on Disability and Employment, which provided resources to help employers hire more individuals with disabilities. And through the Workforce Innovation and Opportunity Act, we expanded access to critical services for many individuals with disabilities, including those who are blind or visually impaired, so that they can pursue high-quality employment opportunities. People with disabilities deserve to live their lives in their communities and raise their families, and earlier this year we hosted a Forum on the Civil Rights of Parents with Disabilities because every family, including those headed by people with disabilities, deserves the chance to reach for a future of ever greater possibility.
>
> Our Nation must continue to promote equal opportunity and the right of all Americans to live full and independent lives. This begins early on--we must ensure that any child with a print disability can access the tools they need to pursue an education. That is why we have worked to provide appropriate materials and services, including Braille and Braille literacy instruction, in schools. We are investing in technologies that provide visually impaired students equal access to the general education curriculum. We are also working to make the websites of Government agencies and private companies more accessible to anyone with a disability--an effort which remains an important priority. And I have encouraged the Senate to ratify the Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired, or Otherwise Print Disabled, which will broaden access to a new world of knowledge for these individuals.
>
> Disability touches us all, and together we can strive to ensure that all blind and visually impaired individuals face no unnecessary barriers to success. By providing equal access to resources and technologies and giving everyone the chance to make of their lives what they will, we can continue to advance opportunity and prosperity for all our people.
>
> By joint resolution approved on October 6, 1964 (Public Law 88-628, as amended), the Congress designated October 15 of each year as ``White Cane Safety Day'' to recognize the contributions of Americans who are blind or have low vision. Today, let us reaffirm our commitment to being a Nation where all our people, including those with disabilities, have every opportunity to achieve their dreams.
>
> NOW, THEREFORE, I, BARACK OBAMA, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim October 15, 2016, as Blind Americans Equality Day. I call upon public officials, business and community leaders, educators, librarians, and Americans across the country to observe this day with appropriate ceremonies, activities, and programs.
>
> IN WITNESS WHEREOF, I have hereunto set my hand this fourteenth day of October, in the year of our Lord two thousand sixteen, and of the Independence of the United States of America the two hundred and forty-first.

> The Regional Transportation Authority (RTA), located in downtown Chicago, is currently accepting letters of interest from those wishing to serve as a Community Representative on the RTA’s Paratransit Certification Formal Appeals Program Eligibility Review Board (ERB).
>
> Background
> The Americans with Disabilities Act of 1990 (ADA) requires public transit agencies to provide ADA complementary paratransit service for customers whose disability or health condition prevents them from using fixed route bus and rail services for some or all of their trips. In this region, Pace operates ADA Paratransit service on behalf of CTA and Pace; as a commuter rail provider, the ADA does not require Metra to provide ADA Paratransit service.
>
> ADA Paratransit service is only to be provided for eligible trips an individual cannot make using fixed route service. It is important to note that having a disability does not automatically qualify an individual for ADA Paratransit services. Each ADA Paratransit eligibility decision is based on an individual’s ability to use accessible fixed route bus and/or rail service for some or all of his/her trips.
>
> To become eligible for ADA Paratransit service, potential riders must apply to and be certified by the RTA ADA Paratransit Certification Program. The eligibility decision is based on information provided by the applicant, an in-person interview, functional assessments necessary to help evaluate the applicant’s abilities, and, if needed, information provided by professionals familiar with the applicant. If an applicant disagrees with a decision of “Not Eligible” or “Conditionally Eligible for Some Trips,” he or she may appeal that decision.
>
> ADA Paratransit eligibility appeals are heard by the RTA Eligibility Review Board (ERB), which is an independent panel of three individuals, including one Community Representative, who were not involved in the initial certification decision.
>
> ERB Community Members Qualifications and Duties
> All potential ERB members must meet the minimum requirements and be available to perform the duties as described below.
> • Prefer individuals who have a disability and/or are professionally affiliated with an organization that supports/promotes independent living for people with disabilities.
> • Have first-hand knowledge of public transportation in the RTA region (i.e., riders of fixed route bus and rail and/or ADA Paratransit).
> • Possess a basic understanding of the ADA as it relates to public transportation and ADA Paratransit eligibility (additional training specific to appeals will be provided).
> • Must be able to separate eligibility/regulatory requirements from personal opinions/experiences.
> • Must maintain strict confidentiality of appellants and discussions among ERB members (including handling written case materials).
> • Must be prepared at all hearings having fully reviewed all submitted appeal materials (written application, interview and assessment notes, and professional verification) and drafted questions for the appellants to be asked during the hearings.
> • For each appeal, be prepared to hear and discuss complex medical and other evidence, ask questions of the appellant and make determinations based upon the evidence presented.
> • Must be punctual and arrive promptly at all hearings.
> • Be available to serve for a minimum two-year term.
> • Be able to travel to RTA offices at 175 W. Jackson Blvd. in Chicago (the RTA does not reimburse for transportation-related costs).
> • Be available to participate in formal hearings on an as-needed basis (scheduled several weeks in advance, approximately six times per year. Typically 3 appeal hearings are heard back-to-back from 10 a.m. – 1 p.m. on a single weekday.
> • Must participate in introductory and periodic refresher training (typically 1 to 2 days annually).
> Compensation
> • Members will be compensated $100 for each completed appeal hearing and $200 for each day of training.
> • Members will be compensated $50 for each appeal in instances where the member has prepared and appeared for the appeal hearing but the scheduled appeal hearing does not proceed for any reason other than fault of the member. Members will also be compensated $50 for each hearing that is cancelled two business days or less in advance of the hearing.
>
> Please submit a letter of interest that includes the following information:
> •        Explains why you are interested in the position;
> •        Explains your relationship to the disability community;
> • Explain your availability; and

> Alternative rock band X Ambassadors went from being rejected for club gigs to playing venues around the world, with a top 10 album in only six years. This year, their hit Renegades, reached No. 1 on Billboard’s alternative songs chart in only eight weeks. Renegades’inspiring video depicts people with disabilities working to overcome their challenges. It has a personal aspect to it, since band member Casey Harris has been blind since birth. Casey sat down with Hadley this summer during Lollapalooza in Chicago and talked about what it’s like being on stage, touring and growing up visually impaired. > Minneapolis Becomes First City in Minnesota to Require Paid Sick Leave
> Effective July 1, 2017, Minneapolis will require most employers to offer paid sick leave to workers. Under the ordinance, employees in workplaces with six or more workers would be allowed to accumulate one hour of sick leave for every 30 hours worked, topping out at 48 hours of accrual each year. The ordinance also applies to delivery drivers or repair people who move into and out of the city during the work day even if their employer is not based in the city or they don't have a regular workplace in the city. > Sugar Sweetened Beverage Taxes on November Ballot in Four Cities
> This November, voters in four cities will be voting on proposals to tax sugar sweetened beverages. Three California municipalities - San Francisco, Oakland and Albany, are slated to vote on a soda tax of a penny per ounce. Boulder Colorado could double that if voters OK a 2 cents per ounce tax. So far, only Berkeley, Calif., has enacted such a tax with voter approval, voting in a 1-cent-per-ounce tax in the 2014 election.

> City of Philadelphia Holds Hearings on Sugar Sweetened Beverage Tax Regulations, Invites Public Comment
> On Thursday, October 14, the City of Philadelphia held a hearing to discuss the city's proposed regulations for the new beverage tax that is scheduled to go into effect January 1, 2017. The tax will add 1.5 cents per ounce to the cost of most sugary and diet beverages. As part of the hearing, the City invited public comment on the proposed regulations to discuss the potential impact on those subject to the tax. Below is an article and a link to the Industry's comments on the proposed regulations.

> Cook County Commission (Illinois) to Consider Sugar Sweetened Beverage Tax
> Cook County Board President Toni Preckwinkle revealed Thursday her 2017 budget, which includes a penny per ounce beverage tax. The penny-per-ounce tax on sweetened drinks could generate nearly $75 million. According to the proposal, a "sweetened beverage" contains sugar or artificial sweetener, like carbonated soft drinks, fruit beverages that are not 100 percent fruit juice, sports drinks and energy drinks. Water, different kinds of milk and baby formula are not considered sweetened beverages. > State of New Jersey Raises Gas Tax and Lowers Other Taxes
> Governor Christie, accepted the first tax increase during his seven years in office. He said he had agreed to raise the gas tax by 23 cents a gallon to replenish the depleted Transportation Trust Fund, which the state uses to pay for improvements to rails, roads and bridges. Along with the two-step drop in the sales tax, the Democrats also accepted a phaseout of the state's estate tax, an increase in the earned-income tax credit for the working poor and a tax break for veterans. > New cold brew boosts sales at Dunkin' Donuts
> (Mario Tama/Getty Images)
> Dunkin' Donut's new cold-brew coffee is performing well with millennial customers and is proving to be the chain's most successful new product in the past 16 years, Dunkin' Brands CEO Nigel Travis said. The company believes iced coffee is responsible for a 2% rise in US sales because customers who buy cold drinks are more likely to buy food and more coffee than those who purchase hot beverages.
