Penny Per Ounce Beverage Tax Removed from Illinois Senate Budget Proposal

Dear NAMA Illinois Members:

Following strong opposition from a broad coalition of companies, business groups, and consumers, the Illinois Senate introduced Amendment 1 to Senate Bill 9 (SB 9), which removes the "Penny-per-Ounce" Sweetened Beverage Tax from the Bill. As you may recall, the Beverage Tax was introduced as part of several amendments to the Senate's compromise agreement aimed at resolving the state's budget impasse.

In lieu of the Beverage Tax, new revenue proposals include, but are not limited to expansions in taxes on professional services, payrolls, and personal and corporate incomes, as well as new satellite television franchise fees. There are no votes expected following adjournment this week, and the Senate is not scheduled to return until February 7.

The removal of the Beverage Tax from the SB 9 revenue package was an important win in the short term. However, a beverage tax still remains an attractive revenue option to lawmakers who are desperate for resources to help close the budget gap, fund critical programs and support capital investments.

NAMA will maintain our direct lobbying efforts and coalition outreach in order to keep the proposal from being reconsidered, as we know that it will increase costs on all aspects of your businesses, from the manufacturing of the beverage products to the retail prices paid by your customers.
