> Forthcoming Startup Failures in ZoomText 10.1 and other Ai Squared Software Products
>
> Problem
> The digital certificate used to certify newer ZoomText and Window-Eyes software products has been compromised. As a result, our certificate will be revoked on or around January 26th, which will result in startup failures for the following Ai Squared products.
>
> Affected Ai Squared Software Products
> When attempting to start the following Ai Squared software products, the product will fail to launch and display a Windows error message: "A referral was returned from the server"
>
> ZoomText Magnifier v10.1 Build numbers 10.10.8 through 10.11.6
> ZoomText Magnifier/Reader v10.1 Build numbers 10.10.8 through 10.11.6
> ZoomText Fusion v10.1 Build numbers 10.11.1 through 10.11.5
> ZoomText Keyboard v4 Build numbers 4.0.0 and 4.1.0
> Window-Eyes v9.5 Build numbers 9.5.1 and 9.5.3
>
> When attempting to start the following Ai Squared software products, the product may launch even though the certificate has been revoked. Anti-virus utilities may detect the invalid certificate and block the software from running.
>
> ZoomText ImageReader v1.2 Build numbers 1.2.16106
> ZoomText Voices (language packs) v1.0 Build numbers 1.0.1.4693
> Vocalizer Expressive v1.3 (for Windows Eyes) Build numbers 1.3.0.13329
>
> Note: Inspection of the certificate will show that the certificate is invalid. Inspection and validation of certificates is a process performed by some organizations.
>
> Solution (software updates)
> For each of the affected products, software updates incorporating a new digital signature will be released and available for download at this link http://www.aisquared.com/CertificateFix/ prior to January 26th.
>
> Warning When Disabling Security Options
> Ai Squared strongly recommends against disabling these security options. Various websites provide steps for disabling Windows security options with the expectation that unsigned software executables will start and run. Disabling these security options will not fix these problems for the ZoomText and Windows Eyes products and may compromise security and protection from malware.

> The Rehabilitation Services Administration releases report on business needs and recommendations to improve the employment rate of Americans with disabilities
>
> According to the U.S. Bureau of Labor Statistics https://www.bls.gov/news.release/disabl.nr0.htm , the unemployment rate for people with disabilities continues to be higher than for those without disabilities. In 2015, the unemployment rate for persons with disabilities ages 16 and older was 10.7 percent, compared to a 5.1 percent unemployment rate for persons without a disability ages 16 and older. However, recent employment data for Americans with disabilities does show signs of improvement.
>
> For example, in the Bureau of Labor Statistics (BLS) Jobs Report http://www.bls.gov/news.release/empsit.nr0.htm released Friday, January 6, 2017, the employment-to-population ratio for working-age people with disabilities increased from 26.6 percent in December 2015 to 28.7 percent in December 2016 (up 7.9 percent). The employment-to-population ratio, a key indicator, reflects the percentage of people who are working relative to the total population (the number of people working divided by the number of people in the total population multiplied by 100). For the ninth consecutive month, there was improvement in the employment-to-population ratio for people with disabilities. Furthermore, the labor force participation rate for working-age people with disabilities increased from 30.1 percent in December 2015 to 31.7 percent in December 2016 (up 5.3 percent).
>
> On the other side of the employment equation, businesses are struggling to find candidates with the appropriate skills to meet their employment needs as evident in a 2016 survey https://www.shrm.org/hr-today/trends-and-forecasting/research-and-surveys/Documents/SHRM%20New%20Talent%20Landscape%20Recruiting%20Difficulty%20Skills.pdf conducted by the Society for Human Resource Management https://www.shrm.org/ (SHRM). More than half of the over 3,000 HR professionals who participated in the survey reported some level of basic skills/knowledge deficits among job applicants, and 84% reported applied skills shortages in job applicants.
>
> In the continuing effort to support RSA's dual customers (individuals with disabilities and employers), RSA Commissioner, Janet LaBreck, conducted a series of roundtable discussions with business and industry leaders in 2015 and 2016. These roundtable discussions focused on employment in four high-demand business areas in the following sectors: Federal contracting, banking/finance, health care, and information technology (IT). The purpose of these discussions was to engage the business community in dialogue concerning their human capital needs and challenges, skill needs and job requirements, recruitment strategies, and methods to employ more job seekers with disabilities.
>
> The report presents the findings of the roundtables in relation to several of RSA's current activities and the work of the State vocational rehabilitation agencies. Additionally, recommendations are presented in two broad areas: (1) recommendations for improved employer engagement and (2) recommendations for meeting the needs of businesses. Download the report http://ncrtm.ed.gov/Download.aspx?type=doc&id=3332 at RSA's National Clearinghouse of Rehabilitation Training Materials http://ncrtm.ed.gov/ (NCRTM).

> MEMORANDUM
> From: Fred Schroeder
> Subject: National Federation of the Blind Comments on Secretary of Education Nominee Betsy DeVos’ Remarks Regarding the Individuals with Disabilities Education Act
>
> Date: January 19, 2017
> On Tuesday, January 17, the U.S. Senate Health, Education, Labor and Pensions (HELP) Committee held a confirmation hearing for Secretary of Education designate Betsy DeVos.
>
> There were a number of questions related to the Individuals with Disabilities Education Act (IDEA) and its applicability to nontraditional K-12 educational settings.
>
> IDEA clearly applies to public educational settings; however it is reported that many charter schools have a practice of excluding students with disabilities. Charter schools are public schools, even though they may be managed by private for profit management companies, and therefore, IDEA applies to charter schools as it does to all public schools. The concern is that charter schools should be available to students with disabilities and should not be allowed to formally or informally screen out students with disabilities.
>
> A related concern is that, as the number of charter schools grows, students with disabilities will be disproportionally congregated in traditional public schools—schools that will have increasing numbers of students requiring high cost, complex educational services while the private and charter schools will be able to limit cost by screening out students with disabilities.
>
> Finally, there is the question of whether private schools, including religious schools, should be required to provide the services specified under the IDEA as a condition of receiving school vouchers or other public support.
>

> National Federation of the Blind Comments on Secretary of Education Nominee Betsy DeVos’ Remarks Regarding the Individuals with Disabilities Education Act
>
> Baltimore, Maryland (January 18, 2017): The National Federation of the Blind, the nation's leading advocate for the equal education of blind students, commented today on responses given by President-elect Donald J. Trump’s nominee for Secretary of Education, Betsy DeVos, at her confirmation hearing yesterday regarding the obligations of schools under the federal Individuals with Disabilities Education Act (IDEA).
>
> Mark A. Riccobono, President of the National Federation of the Blind, said: "The National Federation of the Blind believes that all blind students, regardless of where they attend school, are entitled to equal educational opportunities, and that the Individuals with Disabilities Education Act and its implementing regulations are clear on this point. Sadly, all too often schools across the country fail to meet their federal obligations to the blind and other students with disabilities, and so it is critical that the Department of Education continues to enforce IDEA's requirements. We therefore call upon Betsy DeVos to publicly commit that she will, if confirmed, vigorously enforce IDEA and take all other necessary measures to protect the rights of students who are blind or who have other disabilities throughout our nation. As a father of two blind children and President of the National Federation of the Blind, I am well aware that innovation is sorely needed in educational services provided to blind children, and we are prepared to work closely with our nation’s educational leaders to raise the standards of excellence for the blind in our schools.

> Fellow Federationists, The issues we address in the National Federation of the Blind are not partisan issues, and as the leading voice in the field of blindness, we stand ready to work with both Republicans and Democrats to advance our legislative priorities and help blind Americans live the lives we want. As our country prepares to welcome a new administration, we want to reiterate the importance of securing equal educational opportunities for our blind students.
>
> To reinforce this point, Jamie Principato, who spoke at our national convention last summer about her experience with inaccessible technology, has launched a petition calling on congressional leaders to move swiftly to pass our Accessible Instructional Materials in Higher Education (AIM High) Act. The petition further calls upon President-elect Donald J. Trump to unequivocally commit to supporting this legislation by urging its passage.
>
> I ask every member of the Federation to please sign and share this petition. Let’s show the incoming administration and Congress that equal access to electronic instructional materials must be a top policy priority for 2017.
