[IL-Talk] Inaccessible IDES Website

Hi Dan,

Illinois does indeed have an electronic accessibility act which the NFBI
was involved in drafting. The Information Technology Accessibility Act
directs the state to insure that systems it develops or procures are
accessible to people with disabilities. Terms are defined, and there is
a system under which rules are to be developed. Note that I said the act
"directs" rather than "requires" because the act contains no real
enforcement mechanism. The act can be reviewed at

http://www.ilga.gov/legislation/ilcs/ilcs3.asp?ActID=2918&ChapterID=7

I have no idea why this act is indexed under Finance. We have, in
complaining to the Governor or other state agencies in the past, pointed
out accessibility barriers on sites including the General Assembly site
through which we comment on legislation. Is the Information Technology
Accessibility Act the one IDES referenced? I believe that federal law,
to the degree it supersedes state law, applies here and can be the
subject of enforcement action. I would be interested in your thoughts
after your review of this statute.

Cordially,

Bill Reif,

NFBI State Legislation Committee Co chair
