ILLINOIS ASSOCIATION OF BLIND STUDENTS
BOARD MEETING Minutes
Sunday, August 21st, 2022, 8pm (via Zoom).
(*if not otherwise noted, the speaker is Ellen)

	Roll Call:
	Board present:
Ellen Bartelt, president
Sara Luna, 1st VP
Natalio Abar, 2nd VP
Teresa Fabre, secretary
Glenn Moore, treasurer
Debbie Stein
Denise Avant
	Board not present:
Amari Richardson
Elizabeth Sprecker
	Guests:
Marilyn Green, NFBI president

IABS Meetings will be moved to 8pm second Sunday of month. Nabs has moved meetings to second Sundays 6-8. Nabs is a great way to stay involved. Second sunday at 6 is fundraising, at 7 is content creation, 3rd Sunday at is 6 legislation, at 7 is membership. I went to Atlanta[?] student seminar last weekend; good experience.

July notes were sent about a week ago.
Glenn moves to approve; Natalio seconds; the motion carries.

State Convention is coming soon. Do we want awards? Last year was teacher. If we flip each year, student this year.
Glenn moves we reprise student award; Debbie seconds; the motion carries.
Debbie: will we require recipient attend convention?
Marilyn: we don't plan having virtual component, so would need to be in person unless committee had candidate record.
Ellen asks for chair(s) and members. It is discussed and determined Glenn will chair with Debbie, Teresa and Natalio as members--Glenn will only vote as tiebreaker if a member has to abstain. preference for certificates (over plaques) is voiced, plus gift-cards for winners.
Sara: for record I'm hesitant to reprise the award, concerned we won't have enough applicants.
Glenn confirms all but one on committee can meet Tuesday August 30th (right after State board).
Debbie will send Glenn application form from last time.
Glenn moves that IABS authorize up to $250 for awards, for 2 winners, with a cap of $50 per gift-card; Denise seconds; the motion carries.
We discuss assistance to winner(s), noting we never cover all costs, but considering 2 roomnights at $119 each, and whole-convention registration and meals would be about $100.
Glenn moves to authorize $500 for winner assistance, at a cap of $250 per winner-household; Teresa seconds; the motion carries.

	CHAPPEL-DENNIS CONTRIBUTION:
after much discussion, no motion was ultimately offered. Points raised were whether an IABS contribution is redundant; that applications are due so soon that it may be too late for contribution to be effective; that, however, any time IABS offers convention assistance it is best to allocate it to Chappel-Dennis committee (rather than from IABS directly) because it affords one place to apply, is confidential, and avoids conflict of interest (such as if IABS board members apply, when IABS has fewer neutral parties to fill voting committee); that it would be a good practice to pre-plan and budget ammounts for this and other expected expenses, which could be done by the newly elected board after convention (except for more urgent expenses); and that we have so far allocated up to $750 today.
Denise moves that IABS contribute $100 to 15 for Funds; Glenn seconds.
Marilyn mentions that our national leadership has urged divisions and chapters to put treasury funds in excess of $1000 to productive use, so we don't fall into the habit of collecting sums and letting funds sit dormant.
	The motion carries.

	IABS IDOL:
Glenn moves to reprise Idol; Sara seconds; the motion carries.
Teresa moves to allocate $100 for prizes; Sara seconds; the motion carries.

Glenn mentions we should have a regular/annual pre-planned budget.
Denise: If you have activities planned by May or June, you can tell the president (which is when convention agenda is solidifying).
Ellen will let Sara know by Friday if she still needs to know the Nabs rep from Trisha.

	PIEPALOOZA:
Marilyn suggests new people to get pied.
	Ellen suggests a drawing.
Glenn: a board member who votes to do it should be willing to take a pie.
Sara suggests asking national rep, NABS reps if they'd be willing to take a pie.
Marilyn: we got national rep assignment, which I'll post about shortly. I can ask them about the pie.
Glenn will bring extra ponchos (in case, like last year, more people are roped into getting pied).
Marilyn: we'll have to confirm with hotel that it's OK also.
Sara aggrees to be in charge of IABS responsibilities to organize Piepalooza.
Glenn moves we reprise Piepalooza; Sara seconds; the pies have it.

Ellen: Fundraising committee meeting will be scheduled soon.

	Sara: Likewise for Outreach.

	STATE REPORT:
Marilyn: Resolutions committee meets, Wednesday, I believe, and all are welcome.
State face-to-face board meeting is this Saturday, 9am at the Marriott Naperville (same as convention), with rooms $109 king and $119 queens per night plus tax. Chappel Dennis assistance applications due Sep. 1, 11:59pm (at nfbofillinois.org, mail back in same format to president at nfbofillinois.org). Thanks to everyone at convention for actively participating and congrats to Teresa for national scholarship. State convention is Friday Oct. 28 through Sun. 30th. Registration is live, but due to a glitch, wait until the end of the week to begin filling yours out. Friday will have Teresa's guacamole class. Debbie will talk to Ralph Cosentino about sculpting class. The At-Large pizza social is replaced with a general membership dinner. Idol also. We will have national rep, NABS rep, luncheon, banquet, Braille is Beautiful. We have 3 scholarship finalists and 1 alternate, whom you'll meet. Kid-Kamp is back--let me know if you want to volunteer. The agenda still has space, if you have content ideas, let me know, including theme ideas which will be chosen by the state board meeting. We want as much Federation education as possible.
Denise:	Resolutions kicks off convention on Friday at 4.
Sara: We should have our NABS liason in the next 2 weeks from Trisha.

	NEW BUSINESS:
Glenn asks who among IABS board is going in person to state board Saturday, so we can split up remaining candy.
Denise asks to have it on the record that we need to check perishable merchandise for dates and ensure we sell before expiration.

Denise moves to adjourn; Glenn seconds; motion carries at about 9:10.

Submitted by Glenn Moore, IABS Treasurer.
