Minnesota IT Services partnering with Department of Human Services | St. Paul, Minnesota
As the Deputy Chief Business Technology Officer (CBTO), you will establish and drive the planning, operations, and culture for a MNIT agency-based office, specifically the Department of Human Services and MNsure, in a manner that partners with and advances the goals of the agency partner business needs while aligning with and supporting MNIT's strategic priorities and services. This position is a senior IT executive for their state agency based office, which requires executive leadership, strategic vision, timely execution and performance as a partner to the business and MNIT.
As one of MNIT's senior executive leaders, you will help set future direction, goals, and priorities for DHS and MNsure, while executing within the standards and structure of MNIT. This requires a strong and productive working relationship with senior MNIT leadership (managing CBTO, other Assistant Commissioners, CBTOs, and Deputy CBTO's, etc.) as well as senior leadership at individual agencies (Deputies, Assistant Commissioners, etc.) and with the State Legislature including liaison between the agency and legislature. This requires executive leadership, strategic vision, timely execution and performance as a partner to the business and MNIT.
Minnesota IT Services, partnering with the MN Department of Human Services and MNsure, is currently undergoing a transformation towards a product-centric operating model that is inclusive of Agile and DevOps principles and frameworks. Deputy CBTO's must continuously stay on top of trends in information technology and in the public sector by using industry experts like the Corporate Executive Board (CEB), Gartner, Forester, etc. to ensure MNIT is leveraging the resources and technology to achieve both productivity and technology enhancements, while realizing cost savings.

* Develop, promote, guide and implement a strategic plan for enterprise GIS within the state, including the promotion, development and use of statewide GIS standards
* Serve as a principal state point of contact and representative to federal agencies and national organizations concerning GIS issues of statewide importance

* Guide the activities of Geospatial Office products and services to other government agencies using a geospatial services delivery approach

1. When the posting you applied to disappears from our website, it does NOT mean the position has been filled! We post our positions for a specific amount of time; when the posting comes down, it simply means we are no longer accepting new applicants. The important work of candidate screening BEGINS when the posting is removed from our website.
2. Our "Minimum Qualifications" are not flexible. In order to be considered for any position at the State, your resume must clearly and explicitly (in the plainest possible language) demonstrate exactly how you meet the minimum qualifications. If you also possess the preferred qualifications, they too should be stated as plainly as possible.
3. NEVER use an experience-based resume to apply to the State of Minnesota. Your resume must be laid out chronologically so that we can compare candidates in the most equitable way. Experience-based resumes (lacking the timeline) do not allow for equitable comparison and will not be considered.

The following benefits are available to any state employee whose appointment is at least six months long, whether temporary or permanent.
* Paid Time Off. Receive a minimum of 13 days of paid vacation, 13 days of sick time, and 11 paid holidays. We do not have a "use-it-or-lose-it" policy and you are permitted to hold up to 275 hours in your vacation bank. Depending upon your employment plan, you may be able to use vacation as deferred compensation.
* Low Cost Health Insurance. Family medical premiums are only $239 per month, while individual coverage is $35 per month. Low out of pocket maximum deductibles are available depending on your selected plan.
* Retirement Plan. A defined benefit pension, which vests for life after five years of service, is available to nearly every one of our employees.
