Plan, manage and lead all human resource programs at the Department of Labor and Industry so the mission, goals and strategic needs of the agency are accomplished. Provide leadership, advice and counsel on human resources policies and issues for the Commissioner, Deputy Commissioner and Assistant Commissioners. Reflect agency vision, values, and goals in human resource programs and practices. Manage the agency's human resource system in compliance with the state's system and all applicable laws and regulations to ensure effective and innovative processes are in place to maintain and support a productive and inclusive workforce that is prepared to carry out the agency's mission.

Major functions include labor relations, job analysis, classification, diversity and affirmative action, recruitment and selection, compensation, training and development, employee health and safety, organizational development, internal consulting and workforce planning.

Minimum Qualifications

  *   Four years of broad based professional human resources experience. A Bachelor Degree in human resources, business administration, psychology, education, English, public administration, organizational development, or a related field will substitute for two years of experience.

AND

  *   Three years of multi-functional human resources managerial or supervisory experience that includes directing a variety of HR staff. Experience must include a combination of diverse responsibilities so that the candidate can demonstrate knowledge, skills and abilities sufficient to perform the duties of this position.

  *   Knowledge of employment law; labor relations; job analysis, evaluation and classification; diversity and affirmative action; compensation practices and salary administration; training and development; employee health and safety; organizational development; policy development and implementation; talent management; training and development; employee benefits; workers compensation; and strategic workforce planning.

  *   Ability to problem solve and evaluate a wide range of complex issues and make sound strategic business decisions.

  *   Ability to maintain confidentiality and apply data practice principals to HR work and services.

  *   Experience providing guidance and counsel on a variety of HR issues to executive level, managerial and supervisory level staff.

  *   Experience with negotiation and mediation of conflicts to successful resolution.

  *   Ability to relate and communicate effectively with individuals who do not share the same culture, ethnicity, language, or other common experiences.

  *   Strong oral and written communication skills.

  *   Ability to maintain and receive delegation of authority from Minnesota Management & Budget for HR work in compensation, classification, selection, and labor relations.
