This position serves as the Assistant Director of Human Resources for the Department of Revenue, a state agency of approximately 1,500 employees. This position will manage and lead the HR Transactions and support unit, Diversity recruitment, and the staffing unit within the HRM division. This highly responsible position will assist the HR Director 4 in managing and directing HR programs including providing back up to the Labor Relations Manager. This includes the development and implementation of policies, procedures, and staffing and recruitment strategies, performance management, job evaluation, classification, selection and compensation activities within Revenue. This position will act in the absence of the HR director 4 on human resources related matters on behalf of Revenue and participate on various enterprise-wide HR committees.
Minimum Qualifications
Candidates must clearly demonstrate all the following qualifications on their employment application or resume:
* Five (5) years of professional experience in Human Resources.
* (Note: A bachelor's degree in Human Resources, Industrial Relations/Industrial Psychology, Business Administration, Public Administration, Psychology, Organization Development/Organizational Behavior or close related field as determined by the agency may substitute one year of experience.)
* Experience in demonstrating leadership skills including the ability to manage, guide, and communicate to staff and business partners at all levels
* Previous State of Minnesota Human Resource experience or other government experience in administration of State of Minnesota personnel laws, rules, administrative procedures, collective bargaining agreement/plan provisions
* Experience with the State of Minnesota's classification system
* All applicants must also minimally meet these additional required qualifications:
* Experiences that include the following:
* Human Resources Information system (HRIS) administration and HR processing
* Full cycle recruitment and selection
* Compensation program administration
* Job analysis and classification
* Applicant tracking systems
* Excellent communication skills including experience in conflict management, influencing leaders and staff, and problem-solving complex issues and systems
* Experience in promoting diversity, equity, access, and inclusion
