This position will lead diversity recruitment and retention efforts for the department, ensuring that talent pools represent the communities we serve across the State of Minnesota.  It will also support projects and initiatives resulting from the department's Diversity and Inclusion Strategic plan.  This position will analyze available hiring and workforce data to identify trends and opportunities to increase diversity within the department, retain employees, and review policies and procedures for disparate impact, and other projects as needed to establish best practices for the department.

Minimum Qualifications

Three (3) years of full-time equivalent professional level human resources experience.
OR

A bachelor's degree plus two (2) years of full-time equivalent professional human resources experience.

Applicants who meet the above experience requirements will be further evaluated based on the following:

  *   Experience creating and implementing strategic recruitment plans.
  *   Experience using multiple recruiting strategies and sources including building a diverse community network, for passive and active candidate recruitment.
  *   Ability to develop and use HR metrics to measure and report on engagement, retention, and/or candidate pool diversity.
  *   Critical-thinking and problem solving skills sufficient to analyze and evaluate information, research and evaluate alternatives, independently make sound decisions, and provide guidance on recruitment and retention.
  *   Skills in using applicant tracking and human resources systems to support recruiting operations.
  *   Communication skills sufficient to engage a variety of stakeholders including collaborating with internal and external groups in an effort to increase diversity and inclusion.
  *   Ability to manage, prioritize, and coordinate multiples tasks in a fast-paced and deadline driven environment.
  *   Ability to apply state laws, rules, AP's, policies, procedures, and contract/plans and relate them to the recruitment and selection process, inclusion and diversity, affirmative action, and equal employment opportunity.
  *   Writing skills sufficient to develop concise, well organized, business-oriented materials, memos, and information using proper grammar, spelling, and structure.
  *   Ability to lead projects or teams
  *   Computer skills including Microsoft Excel, Outlook, PowerPoint, SharePoint, and Word
