To provide human resources consultation to managers, supervisors and employees of assigned accounts on a wide range of human resource management services in a quality and timely manner so that their labor relations and performance management needs are met. Principal HR areas include labor consultation, performance management, investigations and participation with HR staff outside the LR team on workforce planning and manager training and development, and coaching.

Responsibilities include, but are not limited to the following:

  *   Oversee and conduct employee investigations as assigned by the Labor Relations Manager or HR Director, effectively recommend disciplinary actions and hear grievances.
  *   Advise manager and supervisors on employee performance, attendance, and behavioral issues, bargaining unit contract and plan provisions, and employment law.
  *   Develop and maintain full business partnerships with assigned accounts/SmART partners and MMB/Admin divisions to ensure that human resource planning and management is recognized as a critical and integral requirement in meeting business objectives.
  *   Develop and conduct training on labor relations, employee relations matters, and investigations to ensure supervisors/managers comply with state/federal laws, policies and procedures to ensure compliance with the provisions of state and federal employment laws, merit system principles, MMB policies and procedures, department human resource policies and collective bargaining agreements/plans.
  *   As a member of the HR office, actively participate and support in achieving business and policy initiatives of the HR office and the department.
