This position will play a critical role in contributing to a positive employee experience at the Department of Revenue. The HR Consultant 1 will provide professional consulting expertise to Department of Revenue management in all aspects of human resources including recruitment and selection, compensation administration, strategic workforce planning with hiring managers, labor contract interpretation, affirmative action and diversity, and training. This role also provides a specialty and expertise in State Classification. In addition, the position will manage large and complex HR projects involving HR and other Revenue staff/stakeholders and provide leadership and guidance to other professional HR staff as a team lead and represent the department on statewide committees.



Minimum Qualifications

Candidates must clearly demonstrate all the following qualifications on their employment application or resume:

Three years of professional human resources experiences that includes the following:

  *   Fully cycle recruitment and selection
  *   Compensation program administration
  *   Conduct job analysis and classification

A bachelor's degree in Human Resources, Business Administration or related field may substitute for one year of experience described above.

All applicants must also minimally meet these additional required qualifications:

  *   Experience as a lead HR professional providing work direction to other professional HR staff; experience in training and mentoring other HR staff members
  *   Experience developing and delivering presentations and training to diverse audience at all levels of the organization
  *   Experience in conflict management, influencing leaders and staff, and problem-solving complex issues and systems
  *   Experience in writing formal reports, research papers, and memorandums
  *   Communications skills sufficient to explain sensitive, controversial decisions to staff and leaders in a clear and concise manner
  *   Experience in unionized environment; contract interpretation
  *   Experience in promoting diversity, equity, access, and inclusion initiatives
  *   Experience in project management and process improvement initiatives and change management
  *   Experience with Affirmative Action Plans
  *   Human relations skills sufficient to establish and maintain effective business partnerships and positive work culture
  *   Advanced skills in Microsoft word, Excel, and PowerPoint
  *   Experience in Human Resource Information Management systems/Applicant Tracking systems
