This position exists to provide overall leadership, direction and guidance in the delivery of all aspects of human resource related services. In the absence of the director, the incumbent is responsible for the entire Human Resources Division.  This position has access to labor relations information as defined in M.S. 13.37



Responsibilities include but not limited to:

  *   Participates in meetings where Department of Human Services (DHS) and state labor negotiations proposals are discussed and evaluated
  *   Provides data and information to labor negotiations as it relates to workgroup, job allocation, & selection issues
  *   Prepares written proposals for presentation at collective bargaining with other members of the Human Resources/Labor Relations function
