Job Summary

This position is located in the District of Columbia Public Library (DCPL) under Public Services in the Center for Accessibility at the Martin Luther King Jr. Memorial Library. The Center for Accessibility is committed to providing customers with disabilities equal access to library resources and services at all DC Public Library locations.

The Audiovisual Specialist produces a wide range of audio materials related to the mission of the agency and in line with National Library Services (NLS) standards for distribution. Researches topics, provides the script to narrators, and makes decisions on broad production matters: matching the most appropriate narrator to the material; the most effective use and distribution of resources to achieve the maximum technical quality; plans, organizes, and directs the production of audio materials; determines the timing and emphasis of the dramatic, narrative, conversational, and musical portions of the program, coaches narrators in dramatic presentation and style of delivery to improve performances, and edits in any other sound components to enhance sound quality and meet established NLS standards.

Duties & Responsibilities
*     Record, edit, mark-up, and otherwise prepare recorded materials according to NLS standards for Digital Talking Books (DTB) for inclusion in the NLS system.
*     Prepare and operate sound equipment; test audio equipment for volume, tone, and clarity; operate mixing consoles and adjust sounds, minimize unwanted sounds, regulate volume levels and sound quality; monitor live feeds to ensure quality when necessary.
*     Coordinate with designated contacts at NLS for feedback and apply NLS-compliant editing procedures to produce complete recordings, including use of encryption software to ensure accordance with applicable copyright law. (35%)
*     Train and provide continuing support to volunteer narrators and monitors, e.g. that volunteers pay attention to proper pronunciation, pace of narration and other techniques that affect the quality of the DTB; coordinate the scheduling of volunteers on site. (30%)
*     Assign projects to volunteers and coordinate timely completion, preview material with the assigned volunteer to ensure the material is narrated in NLS-accepted style, including how to describe charts, graphs, and other visual material. (15%)
*     Responsible for software and equipment adjustments, preventative maintenance, and repair of studio equipment; recommends the need for new or updated software or equipment; prepares monthly reports and requisition related to audio production materials and supplies. (5%)
*     Maintain digital copies of completed books and magazines, as well as records of completed projects; maintain good communication with the Manager of the Center for Accessibility. Confer with the Manager to determine objectives, extent of subject-matter coverage needed, and budgetary restrictions; on long-term projects, collection development policies around what is recorded, the scheduling of volunteers, and need for background checks of new and interested volunteers in collaboration with the Volunteer Coordinator. (10%)
*     Work closely with staff from the Center for Accessibility to ensure eligible patrons signed up for NLS services are receiving produced recordings. Perform other duties as assigned (5%)
*     Performs other related duties as assigned.

Qualifications & Experience

A bachelor's degree from an accredited college or university is highly preferred. A minimum of 4 years of experience must have been in the following functional areas of audio recording studio or facility management, including maintenance, repair, coordination with narrator's position preferred. At least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

In addition, the following is required:
*     Strong knowledge of a wide range of principles, practices, methods, and techniques for communicating information through audio means for the purpose of recording material for NLS patrons.
*     Advanced knowledge of all phases of audio production and editing and mixing from inception to completion, and skill in modifying or adapting standard practices and procedures to develop contract specifications, coordinate logistics, control expenses, and arrange procurements for complex programs with significant planning requirements.
*     Demonstrated knowledge of production to a wide range of audio recordings and production techniques, in sound and recording equipment, in rehearsing and directing the actions of volunteer narrators, and in composing complex recorded programs with multiple audio elements and other complicating features.
*     Knowledge of specialized standards established by NLS for recording and editing audio materials for inclusion in their online collection.
*     Excellent interpersonal and communication and customer service skills, demonstrated multi-tasking and deadline fulfillment skills.
*     Demonstrated skill in Adobe Creative Cloud and Hindenburg editing software; technical aptitude and troubleshooting skills in audio recording environments.
*     Familiarity with budget and procurement preferred.
*     Demonstrated experience partnering and/or assisting contractors, volunteers and internal/external support services.
