>Minimum Qualifications

>Current and Accurate Essential Functions for the Role

>1.      30% Serves as the Administrator for 
>Customer and Community Blind Services.

>Directs, coordinates and reviews the 
>organization and administration of new and 
>existing programs, operations and functions 
>primarily concerned with the statewide services 
>and programs, including, but not limited to, the 
>rehabilitation field service delivery program 
>for the blind, visually impaired, and Deaf 
>Blind, the Vending Facility Program, the 
>Illinois Center for Rehabilitation and Education-Wood and Support Services.

>Participates in top-level management meetings and Executive Staff.
>
>Assists in the analysis and formulation and 
>development of Agency policies and programs in the development and activities.
>
>2.      20% Analyzes and reviews long-range and 
>immediate programs as to Agency objectives and goals.
>
>
>
>Recommends revisions to achieve optimum operational status.
>
>Initiates special studies for improving existing programs and procedures.
>
>Establishes operating goals and objectives for the Bureau.
>
>3.      15% Serves as full-line supervisor.
>
>
>
>Assigns and reviews work.
>
>Provides guidance and training to assigned staff.
>
>Counsels staff regarding work performance.
>
>Reassigns staff to meet day-to-day operating needs.
>
>Establishes annual goals and objectives.
>
>Approves time off.
>
>Adjusts first level grievances.

>Effectively recommends and imposes discipline, up to and including discharge.

>Prepares and signs performance evaluations.

>Determines and recommends staffing needs.

>4.      10% Reviews operations and activities of

>5.      10% Coordinates and directs activities

>Prepares analytical summaries and reports for 
>the Secretary, with recommendations, predicated 
>on management criteria, defining areas requiring 
>additional funding, program expansion or 
>retrenchment, procedural revisions, etc.

>6.      Consults with and advises Division 
>Managers in the proper interpretation and 
>application of statutes, and Department rules and regulations

>Convenes meetings and/or confers with Agency 
>officials, Division Managers and staff on 
>matters related to program development, new or 
>amendments to existing legislation, policy and procedural changes, etc.

>Testifies at legislative hearings on matters 
>pertinent to the Bureau or Department

>Directs and reviews drafts of proposed 
>legislation including bills, amendments, resolutions, etc.

>7.      Performs other duties as assigned or
