The Department for the Blind (IDB) has an exciting opportunity for you to join our team as a Quality Assurance and Training Specialist.
As a Quality Assurance and Training Specialist, you will join our dynamic Vocational Rehabilitation team based in Des Moines, Iowa. Domicile location may be negotiated after completion of training period. This role involves training staff and completing quality assurance reviews statewide to ensure successful outcomes for our clients. In this role, you will also help to drive quality standards and practices, in addition to acting as a subject matter expert for our procedures and training efforts.
Your key responsibilities will include:
Quality Assurance and Evaluation: Develop and implement comprehensive quality assurance plans and strategies. Ensure that all services provided to IDB clients are within the guidelines of state and federal laws and are consistent with IDB’s policies, procedures and guidelines. Evaluate the effectiveness of IDB’s programs through feedback, assessment tools and surveys.
Consultation and Training: Design, develop and deliver training programs to IDB staff in multiple divisions across the agency. Maintain up-to-date knowledge of vocational rehabilitation trends and best practices. Identify training needs and implement effective training solutions that align with IDB’s mission. Facilitate training sessions and workshops.
Collaboration: Work closely with IDB’s VR management team to develop comprehensive training plans and ensure that training activities are consistently meeting the requirements of the VR program. Act as the lead for IDB’s Quality Assurance and Monitoring team to evaluate the quality of VR services through a variety of monitoring activities.
Coaching: Provide coaching and feedback to IDB staff and contractors to ensure understanding of program expectations and requirements. Mentor new employees as they learn their positions.
Planning and Organization: Monitor and maintain training records to ensure compliance and accurate reporting. Develop training programs based on identified skills training, case reviews, and policy changes to enhance program services that are delivered to clients and to ensure accurate documentation and reports.

Selectives
752 Vocational Rehabilitation:
6 months experience, 12 semester hours, or a combination of both that specifically relates to employment and training services for individuals with disabilities. That knowledge base will include an awareness of the unique needs of this population, laws relating to discrimination or reasonable accommodations, assistive technology, and an understanding of employment and training systems and services, especially as provided in Iowa.
Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations.
2) All of the following (a and b):
a. Three years of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and
b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
3) All of the following (a, b, and c):
a. One year of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and
b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and
c. A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business administration, industrial management, statistics, natural science, or a closely-related field equals one year of full-time experience.
4) Current, continuous experience in the state executive branch that includes six months of full-time work as a Management Analyst 2 or two and a half years as a Management Analyst 1.

The Iowa Department for the Blind is seeking a Senior Service Specialist for the Blind, Independent Living Rehabilitation Teacher.
We are looking for someone who has a positive attitude toward blindness, is passionate about working with a diverse population and individuals at any period of human development, has excellent problem-solving skills, and demonstrates an appreciation for learning and teaching. This is an opportunity to join a team of energetic professionals who enjoy making a difference in the lives of those served. Domicile will take place in Polk County; however, this may be negotiated.
Essential Functions:
* Required to complete all training requirements of the Iowa Blindness and Empowerment and Independence Center Training then apply agency philosophy when training Independent Living and Vocational Rehabilitation clients.
* Communicate effectively: Must be able to effectively exchange information and ideas in a way that a message is clearly understood and received whether that be in person, by phone, in groups, video conferencing or through use of any other communication modality.
* Literacy skill: The ability to understand written English text (reading) and to express thoughts and ideas through written words in the English language (writing).
* Use of correct sentence structure: Ability to use correct sentence structure, punctuation, and word spelling.
* Active listener: Ability to engage with what someone then provides proper feedback.
* Emotional Intelligence: Can stay calm under pressure and express feelings in a constructive way.
* Contact Independent Living client referral, and/or guardian then as requested completes a program application, certifies the client for program eligibility, develop and complete planning processes and other related program requirements.
* Assesses the clients’ training needs of Independent Living and Vocational Rehabilitation clients, provide blindness skills training and instruction in the areas of Braille, cane travel, advocacy, home-management, daily living, assistive technology, leisure, group training, and adjustment to blindness counseling.
* Ability to help all clients served develop self-confidence, a positive attitude about their blindness, and achieve success outcomes.
* Case management includes managing the client’s case, authorizing program services and/or aids or devices within the parameters programmatically allowable, collecting specific documentation, information and data related for the client’s record necessary for federal and state statistical data collection.
Requires a high standard of ethical behavior in the workplace, and in multicultural settings. Examples include Integrity, honesty, respect, responsibility, accountability, and open communications.
Travels statewide to serve individuals who are eligible for Independent Living (IL) program services and for Vocational Rehabilitation (VR) program services, including students with disabilities who are potentially eligible (PE) for VR services.
Hours:
8 A.M. to 4:30 P.M. M-F; schedule may vary with possible with potential for compressed work schedule. Statewide travel and overnight stays required.

OR
an equivalent combination of education and experience, substituting the equivalent of one year of full-time professional work experience for each year of the required education to a maximum substitution of four years.
